Employee Benefits Trust Board — Meeting Minutes
May 5, 2026
The meeting was held in the Conference Room of Big Blue Tower, 719 Scott Ave., Wichita
Falls, TX 76301.
Present: Jeffery Jenkins, City Manager
Paul Menzies, Assistant City Manager
Kinley Hegglund, City Attorney
Christi Klyn, Director of Human Resources (telephonically)
Stephen Calvert, Chief Financial Officer
Agenda Items:
I. Meeting was called to order at 3:15 PM.
II. The January 13, 2026 meeting minutes were unanimously approved.
III. Board members discussed candidates and contract timeframe for the 2026 Employee
Clinic RFP. Christi Klyn shared the following score results with the board:
a. Concentra: 2.81
b. Care ATC: 2.68
c. Marathon: 2.53
d. QuadMed: 2.48
e. United Regional: 1.95
IV. Paul Menzies motioned to select Concentra as the vendor for the employee clinic; Christi
Klyn seconded. Three members voted yay, with Kinley Hegglund and Jeffery Jenkins
abstaining.
V. Policy for City Council benefit coverage was presented and discussed. Jeffery Jenkins
motioned to approve the policy; Paul Menzies seconded. Policy, as presented, was
unanimously approved.
VI. With no further business, the meeting was adjourned at 3:24 PM.
