June 9, 2026

1. Call to Order: Jack called the meeting to order at 11:30
2. Approval of Minutes: April meeting minutes were approved unanimously. Please note
the May meeting was canceled.
3. Project Updates:
3.a. Veteran's Plaza Master Plan: David Coleman stated he met recently with Marvin
Peevey, our Grant Writer, to finalize details of the Veteran's Memorial Project. Our Grant
requests will focus first on completing the Medal of Honor Plaza, with the monument to
Thomas Fowler, and monuments to Purple Heart and other Medal of Honor awardees.
3.a.i. Daughters of the American Revolution Patriots Marker Project Mike will follow up
on a letter from the City of WF to grant approval for the DAR's Patriot Marker,which will
be a plaque on a metal pole at the Veterans Plaza.
3.b.Lake Deepening: Chad King, the USACE Director who is in charge of the Lake Wichita
project, will be in Wichita Falls to attend our July 14th meeting. We plan to hold the
meeting at the Thomas Fowler American Legion Post facility, eat a catered lunch, and
then John will have his watercraft at the kayak launch to conduct lake tours on the water.
A motion to authorize up to $500 for this event was approved unanimously.

3.c. Parks Master Plan: Kalee stated that the City Council gave final approval for funding
the last section of the Circle Trail, along the shore of Lake Wichita, at their meeting last
week. This means that CO Bonds can be issued and the project can begin.
David stated that the City (Public Works and Parks) have agreed to delay the
work to repair the Falls (near Central Freeway)so the Circle Trail closure will occur
after the Hotter'N Hell event in late August. David stated that in his opinion, there is not
a safe detour route for the public, so when the Circle Trail must be closed at the Falls,
the City will most likely make the Trail dead-end on both sides of the closed section.
Kalee and Scott provided updates, including:
• The City has contracted with a company that will be renting kayaks and
paddleboards at Lake Wichita Park, mostly on weekends.
• Hog traps have been set up near the Circle Trail, south of Borrow Pond
4. Discussion of Brick Sales and Fundraising Initiatives: David stated the two brick
orders have been engraved, and he wrote a check for$170 to Chad Ham, the engraver.
We received $350 for the bricks, and $180 for Thomas Fowler challenge coins (David
reminded the group that we still have many challenge coins left, for$20 each). The
balance in the Wells Fargo account is still approximately $92,000.
David stated that he has completed reports required by the WF Area Community
Foundation regarding Harry Patterson's final grant to the LWRC for approximately
$54,000.
Michael asked whether the USMC Emblem is correct on the newly engraved bricks, and
David said he will check on this with the engraver.
5. Other Business Matters: Kalee stated she will check on the status of the sign at the
Veterans Plaza, which will provide instructions for ordering bricks. Funding for this was
approved in February, up to $400.
