It is noted Councilor Flack entered the meeting after the minutes had been voted on
CALL TO ORDER
Chairman, Mr. Michael Mitchell, called the meeting to order at 1 :32p.m.
II. PUBLIC COMMENTS
Chairman Mitchell asked if any members of the public wished to speak. There were
no comments made.
III. ADOPTION OF THE MINUTES
Chairman Mitchell briefly reviewed the minutes, Ms. Ann Arnold made a motion to
approve the minutes as presented from January 6th, 2026. Vice-Chair, Ms. Wendy
Browder seconded. No comments from the public. Chairman Mitchell called for a
vote to approve the minutes. The motion passed unanimously, 5-0.
IV. REGULAR AGENDA
1. Discussion of Launch of the Tree Abatement Program
Staff discussed the launch of the first annual Tree Abatement Program for the Heart
of the Falls Neighborhood Revitalization Area. Staff reviewed the program the
Commission passed unanimously at the meeting held October 7th, 2025 as well as
the application. Staff displayed drafts to be placed on the City's website as well as
social media posts and draft press release for the Public Information Office.
Discussion among the Committee was expressed eagerness of the program and
benefits to the citizens.

V. STAFF PRESENTATIONS — Updates
1. Neighborhood Empowerment Zone (NEZ) Program Updates
Staff presented the Committee with updates on NEZ applications received this year
and the status of those projects.
• 2407 Polk Street
o Application received 01/20/26, still pending for missing site plan
o $44,080 projected investment
o Fee waivers only
o Three contacts made with applicant for missing site plan as only item left
for approval of application with no response by the time of the meeting.
• 1211 Fillmore Street
o Application received 02/10/26, Approved 02/26/2026
o $29,470 projected investment
o Fee waivers only, did not qualify for tax abatement as they are a non-profit
o Permits are ready to be pulled once survey is received by the Permitting
Department.
2. Bridwell Park Updates
Staff displayed photos of the renovated baseball fields at Bridwell Park showing new
dug-outs, benches, renovated field, pitcher's mound, and spectator stands.
Staff also advised of the Wichita Falls Traction Company's historical marker
rededication to be held Thursday, March 19th at 2 p.m. at Bridwell Park.
3. Wichita Falls Alliance for Arts and Culture Updates
Executive Director for the WF Alliance for Arts and Culture, Ann Arnold, gave
updates on various proposed art for Bridwell Park as well as statistics from Pacer Al
that showed visitors more than doubled at Bridwell Park since the installation of the
multi-purpose courts and art in the park. Future community outreach opportunities
were discussed possibly coinciding with National Neighbors Night Out, August 4th
2026 (nationally) or the first Tuesday in October (Texas). It was determined future
dates would be decided on at a later meeting.
Vice-Chair Browder discussed having a neighborhood/block clean up and how to
acquire a roll-off dumpster from the City. Staff advised they would send the
application to her via email.
VI. ADJOURN
The next regularly scheduled meeting was set for Tuesday, April 7th at 1 :30pm at
the Travel Center Conference Room.
Chairman Mitchell adjourned the meeting at 2:40 p.m.
