Call to Order II. Comments from the public to members of the Planning and Zoning Commission concerning items not on the Planning & Zoning Commission Agenda. People wishing to address the Commission should sign up prior to the meeting commencing. A five-minute time frame will be adhered to for those addressing their concerns. III. Adoption of Minutes —April 8, 2026 IV. Consent Agenda P 26-18 — Lake Wellington Estates, Phase 1, Lots 1A, 2, & 3, Block 18 (Major) Earth Homes Inc. is subdividing the .839 acres into three (3) lots for residential development. Staff recommend denial of the plat at this time. P 26-19 — Ray-Massie Subdivision, Lot 25A, Block A (Minor) The property owner of 1115 and 1117 Amber Avenue, Patricia Martinez, is combining both of her lots together. Staff recommend to conditionally approve with revisions. P 26-21 —TA Wichita Falls Addition, Lot 1, Block 1 (Major) The owner, Unite Front Shepherd, LLC is platting a fifteen (15) acre parcel from a larger one hundred ninety-five (195.32) tract of land for the development of a truck stop. Staff recommend denial of the plat at this time. P 26-22 —Groves Addition, Lots 1-6, Block 1 (Major) The owners, Don and Rebecca Groves, are subdividing an eight (8.88) acre parcel into six (6) properties for development. Staff recommend denial of the plat at this time. P 26-23 — Davis-Pettie Addition, Lots 2 & 3, Block 1 (Major) Property owner, Evelyn Davis, is subdividing a five (5.37) acre parcel into two(2) individual lots for development. Staff recommend to conditionally approve with revisions. V. Regular Agenda C 26-05 813 Jalonick Street— Manufactured Home Consider taking action on a request to allow for a manufactured home in a Single Family -2 (SF-2) zoning district. C 26-06 815 Jalonick Street— Manufactured Home Consider taking action on a request to allow for a manufactured home in a Single Family -2 (SF-2) zoning district. C 26-07 4403 Phillips Drive — Multi-Family Use Consider taking action on a request to allow for a limited multifamily residential use in a Single Family -2 (SF-2) zoning district. C 26-08 2810 Colquit Road — Duplex Consider taking action on a request to allow for a duplex in a Single Family-2 (SF-2)zoning district. C 26-09 2811 Colquit Road — Duplex Consider taking action on a request to allow for a duplex in a Single Family-2 (SF-2)zoning district. TA 26-01 Temporary Workforce Housing Hold a Public Hearing and take action on an ordinance amending the Code of Ordinances, to discuss the proposed text amendments to the Code of Ordinances, Appendix B: Zoning, Ordinances §5600 — Manufactured House and Temporary Use Vehicle Regulations and §6615 — Temporary Uses for the addition of permitted temporary workforce housing, development regulations and enforcement. (a) Public Hearing (b) Take Action TA 26-02 Legislative Updates to City Ordinances Hold a Public Hearing and take action on an ordinance amending the Code of Ordinances, Appendix B: Zoning, Ordinances §7500 — Amendment Procedure, §5100 — Home Occupations, and §7600 — Public Notices Procedures and Fee Schedule to comply with the 89th Texas Legislative Session.
