August 19, 2011
The meeting was held in the City Council Conference Room, 1300 Seventh Street,
Wichita Falls, TX 76301.

Agenda Items:
I. Meeting was called to order at 9:34 am.
II. Motion was made by Darron Leiker to approve the June 29, 2011 minutes,
seconded by Tammy Guerra. The motion carried unanimously.
III. Brent Weegar thoroughly reviewed information provided in the IPS 2011 Pre-
Renewal Review binder. Only medical, prescription, dental and stop— loss are up
for renewal this year. Some of the highlights of the briefing were: should the city
(hereafter "we") consider a Health Savings Account Plan; do we need to look at
"contribution strategies" for Pre-65 retirees who hang on the City's plan; should we
look at raising our dental annual maximum to $1,500 vice $1,000; should we
consider adding something to our wellness program for BMI and should we
consider a tobacco surcharge for retirees on the City's plan?
IV. Tammy briefed that EBT is going ahead with the purchase of electronic medical
records (e-MDs). In addition to the purchase, there will be a $12— 15K expense to
build the infrastructure. Darron asked when we might "go live" with these records
and Tammy indicated after installation, training and troubleshooting, we are hoping
for the first of 2012.
V. Action Item: For next meeting, there will be a review of the analysis on where
people fall on insurance plans. Darron asked if the change to dependents on our
policy until the age of 26, and if our retirees, are driving up costs. Given the reports
provided by IPS, it was determined that discussion on insurance premium
adjustments would be post-poned until next meeting.
