Item 1
The City Council of the City of Wichita Falls, Texas met in regular session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m.,
with the following members present.
Glenn Barham - Mayor
Michael Smith - Mayor Pro Tern
Dorothy Roberts-Burns Councilors
Annetta Pope -
Brian Hooker -
Tim Ingle -
Mary Ward -
Darron Leiker - City Manager
Miles Risley City Attorney
Lydia Ozuna - City Clerk
Mayor Barham called the meeting to order.
Item 2a
Pastor Lance Bourgeois, Grace Church, gave the invocation.
Item 2b
Mayor Barham led in the Pledge of Allegiance.
Item 3
Mayor Barham and City Clerk Lydia Ozuna canvassed the returns of the
Municipal Election held in the City of Wichita Falls, Texas on May 11, 2013. Precinct
by precinct returns were canvassed followed by final cumulative.
After the canvassing of the returns, Council considered the following ordinance.

ORDINANCE NO. 24-2013
Ordinance Canvassing The Returns Of The General Municipal Election Held In
The City Of Wichita Falls, Texas On May 11, 2013
Moved by Councilor Ingle that Ordinance No 24-2013 be passed with the following
returns being inserted in the blanks.
1323 voters voted in said election.
COUNCILOR AT LARGE
Steve Whitson (Ineligible) received 179 votes.
Michael L. Smith received 994 votes

COUNCILOR DISTRICT 1:
Ben Hoover received 320 votes
Robert Frischer received 120 votes
COUNCILOR DISTRICT 2:
Donnie Melton received 71 votes
Annetta Pope received 288 votes
The City Council officially finds, determines and declares the results of said election to
be that:
Michael L. Smith was duly and legally elected Councilor At Large,
Ben Hoover was duly and legally elected Councilor District 1;
Annetta Pope was duly and legally elected Councilor District 2.
Motion seconded by Councilor Hooker and carried by the following vote.
Ayes: Mayor Barham, Councilors Roberts-Burns, Smith, Pope, Hooker, Ingle, and Ward
Nays: None
Item 5
City Clerk Lydia Ozuna administered the Oath of Office to Michael L. Smith,
Councilor at Large, Ben Hoover, Councilor District 1, and Annetta Pope, Councilor
District 2.
City Clerk Lydia Ozuna presented Certificates of Election to the newly elected
and re-elected officials and congratulated them.
Mayor Barham read and presented a proclamation to outgoing Councilor at
Large Dorothy Roberts-Burns, and expressed appreciation for all the years of service
she has given the City. She will continue to serve on the MLK Prayer Breakfast. Mayor
noted that she has been serving the City for 40 years and has been on the City Council
8 years. May 14, 2013 was proclaimed as Dorothy Roberts Burns Day in Wichita Falls.
Councilor Roberts-Burns expressed her appreciation to the community, the
directors, City staff, all departments, the City Council, and news media; "it's been
good".
The Fire Fighters Association presented an award to Councilor Roberts-Burns
to thank her for her service to this community and to the Fire Fighters Association of
Wichita Falls.
City Council recessed at 9:10 a.m. to hold a reception honoring outgoing
Councilor Roberts-Burns and welcoming newly elected Council members Michael L.
Smith, Ben Hoover, and Annetta Pope.
City Council reconvened at 9:40 a.m.
Items 6a-c
City Council went into Executive Session at 9:43 a.m. in accordance with Texas
Government Code § 551.071, § 551.072, and § 551.087.
City Council reconvened at 11:00 a.m.
Mayor announced that no polls or votes were taken during Executive Session.
