MEETING: Tax Increment Financing Board Reinvestment Zone #3

AGENDA
1 . Call to Order
2. Approval of Minutes: December 16, 2025 and January 15, 2026
3. Financial Update
4. Public Hearing regarding a funding request from the House of Empowerment
Ministries, 511 Mississippi, in support of their community outreach services (meals
and faith development) through facility upgrades, specifically the remodel, expansion
and installation of a commercial kitchen and food preparation area.
5. Executive Sessions
a) Executive Session in accordance with TEXAS GOVERNMENT CODE §551 .087, to
discuss or deliberate the offer of a financial or other incentive for an existing business,
House of Empowerment Ministries (511 Mississippi) that the Board seeks to have,
locate, stay, or expand in or near the territory of the City of Wichita Falls and with
which the Board is conducting economic development negotiations (as defined by
TEX. LOCAL GOV'T. CODE §501 .002).
6. Consideration and take action on a funding request from the House of Empowerment
Ministries, 511 Mississippi, in support of their community outreach services (meals
and faith development) through facility upgrades, specifically the remodel, expansion
and installation of a commercial kitchen and food preparation area.
7. Consideration and take action on an allocation for the Commercial Renewal Program.
8. Consideration and take action on an allocation for the New Economic Opportunities
Program.
9. Consideration and take action on an allocation for the Demolition Assistance Program.
10. Consideration and take action on the Creation and Appointment of a Site Selection
Sub-Committee.
