EMPLOYEE BENEFITS TRUST BOARD MEETING
December 18, 2007

The meeting was called to order at 3:10 p.m.
Agenda Items:
Approval of Minutes
David Winney noted one change needed in the minutes of September 25 (last line of
agenda item"Discussion and possible changes to Blue Cross coverge")
Darron Leiker made a motion to then accept the minutes of September 25 and November
26. David Winney seconded the motion. Motion carried.
Financial Report
Jim Dockery presented the financial report showing the complete year from October,
2006 through September, 2007. He reported that revenues were up, in part due to the
City's increasing it's contributions in '06-'07 and more employees being hired and
added to the plans. He noted that miscellaneous revenue for the year was $238,000 most
of which was the result of Medicare subsidies tied to our prescription coverage for
Medicare recipients. Jim further stated that the Trust now has approximately 2.1 million
dollars in reserve. His report showed that even though claims and administrative fees
were up, the plan is still in better shape financially than the previous year. He stated that
2008 will reflect a slight increase in the Blue Cross Administration fees and that, due to
the amount in reserve,there will be no increase in premiums for 2008.
Discussion and possible action on Ken Phillis' request for rate increase
Ken Phillis, PA for the On-Site Clinic, had submitted a request to have his hourly rate
increased from $138.42 to $143.95, a raise of$5.53 hourly. Jim Dockery stated that the
increase would be approximately $12,000 a year and that there had been no increase
since the City interred into a contract with Ken Phillis in January, 2006. After some
discussion, Bill Sullivan made a motion to grant the increase. Darron Leiker seconded
the motion. Motion carried. It was decided that the Board would respond in writing to
Ken's request.
Other Business
The Board briefly discussed the possibility of there being no liability for future retirees,
and the adopting of a Health Savings Plan through ICMA to offer to future hires that
would take the place of retiree health care plans. Jim Dockery noted that if and when
such changes are made, the actuarial report will be amended to reflect those changes,
effective October 1, 2007.
