CITY OF WICHITA FALLS
EMPLOYEE BENEFITS TRUST MEETING
MARCH 4, 2002
Present: Bill Sullivan, Chair
James Berzina, City Manager
Jim Dockery, Director of Finance
Gail Garmon, Employee Benefits Coordinator
The meeting was called to order by Bill Sullivan at 2:00 PM.
Mr. Sullivan made a motion to accept the minutes of the last meeting with no corrections.
Motion was seconded by Jim Dockery. Motion carried.

Financial Statement:
The financial report for May 1, 2001 through January 31, 2002 was presented by Gail
Garmon. The reported showed a beginning balance of$2,512,475., Deposits of
$3,980,054., Claims and Expenditures of$3,724,979., with an ending balance of
$2,768,649.
Jim Dockery gave a financial report showing a projected ending balance for the current
year of<$126,888.>on the low side and<$512,489.>on the high side. He noted that
should the trust end the year with a negative balance,that there was sufficient money to
cover it from the$486,765. that the Trust made last year.
Old Business
The contract with the new stop loss carrier J. Allen Hall and Associates, was ratified by
the Board. It was noted that the new contract called for a$150,000. specific and just over
$6,000,000. aggregate. It was also noted that the new stop loss carrier had required that
the Trust implement a pre-cert/case management program which took effect February 1,
2002.
