Employee Benefit Trust Minutes - 04/25/2005 CITY OF WICHITYA FALLS EMPLOYEE BENEFITS TRUST MEETING April 25, 2005 Present: Bill Sullivan, Chair Darron Leiker, Interim City Manager Jim Dockery, Director of Finance Gail Garmon, Employee Benefits Coordinator The meeting was called to order by Bill Sullivan, at 3:00 PM. Jim Dockery made a motion to accept the minutes of the last meeting as written. Bill Sullivan seconded the motion. Motion carried. Agenda Items: Financial Statement Jim Dockery reported that as of March 31, the total revenue for 2005 was $3,548,802. and total expenses were $2,574,234., showing a difference of$980,557. as compared to a total difference of $561,119. at this same time in 2004, when total expenses totaled $3,368,247. Mr. Dockery attributed this year's decrease in expenses as being due mainly to the increased deductibles implemented as of January 1, 2005. He also reported that the City had increased its contributions to the plan from $3,440. to $4,300. per employee, per year, for the current fiscal year and that the upcoming budget is asking for an increase to $4,550. per employee. He reported that with the increased deductibles and the increased City contributions, he expects to end this fiscal year with a surplus of from $198,000., to $593,000. and that 2004 ended with a deficit of nearly $200,000. He noted that the City currently funds around $5,000,000. into the plan. Mr. Leiker suggested that maybe the Board should look into what amount other cities budget for health care and see how that compares to our City. Employee/Participant Appeal A plan participant was present to ask the Board to review her claims for the possible eligibility of certain procedures. The Board took her request under advisement and she was told that they would report back to her within the next 5-10 days. Old Business At the January 25, meeting it was decided that the Trust would explore the possibility of Flex Spending and Section 125 plans for the City employees. Jim Dockery expressed the need to continue with the research and to possibly have some reporting on the findings at the May board meeting. } There was some discussion as to the possibility of inviting Cassie Stennett (consultant), Marvin Traywick (consultant), and Joe Bryan (PA for the On-Site Clinic) to meet with the Board. This would acquaint the new member of the Board, Darron Leiker, with these individuals as well as give the Board a chance to discuss future plans with them. Darron Leiker expressed the need for the Board to meet more often and it was decided that we would try to meet at least once a month. Mr. Leiker and Bill Sullivan both expressed their desire to be able to get more precise reports out of the current software system to enable the Board to better analyze the need for changes, etc. Gail Garmon reported that the Trust office does have a book outlining available reports, but that specialty reports need to be requested sometime in advance from our vendor, Trizetto, and that there are fees involved with the customizing of reports. Jim Dockery noted that with the current staff of two, the Employee Benefits Trust office is only able to process the minimal necessary amount of work in order to pay claims on time and that there is possibly the need for either increased use of consultants or another staff member whose job it would be to analyze and explore the needs of the Trust and to bring those findings before the Board. New Business There was no new business to discuss. The Board considered the appeal of Yvonne Hosmer and discussed the various issues related to her appeal. 3. ADJOURN.
