I. Welcome&Introduction
Mayor Short,the TPC chairperson,called the meeting to order at 8:30 a.m.and welcomed
everyone in attendance.
II. Public Comment on Agenda and Non-Agenda Items
Mayor Short asked for any public comments on agenda and non-agenda items. Receiving
none,the committee moved on to the next agenda item.
III. WFMPO Resolution #6-2025: Review and Approval of Budget Amendments to the
FY 2024-FY 2025 Unified Planning Work Program(UPWP)
Mr. Barnett presented the proposed amendment to the FY 2025 Unified Planning Work
Program (UPWP)budget.He explained that the amendment updates the budget from the
previously estimated $272,000 to the TxDOT-authorized amount of $375,000. Of this
total,$206,000 is allocated to Task 5 -Special Studies to support completion of the 2026
Socioeconomic and Demographic Data Forecast update.Mr.Barnett asked for comments
or questions.Hearing none,Mayor Short requested a motion to approve the amendment
as presented. Judge Johnson moved to approve the amendment, seconded by Councilor
Cobb.The motion carried unanimously.
IV. WFMPO Resolution#7-2025:Review and Approval of the FY 2026-FY 2027
Unified Planning Work Program (UPWP)
Mr.Barnett reported that the FY 2026-FY 2027 Unified Planning Work Program(UPWP),
first presented to the Policy Board on April 23, 2025, had been updated with actual PL-
Wichita Falls MPO TPC Meeting August 26,2025 Page 11
112 planning dollars. He noted that WFMPO has since received the authorized PL-112
federal funding amounts from TxDOT for FY 2026 and FY 2027 of$375,000 for each fiscal
year. This replaces the earlier estimates with actual authorized dollar amounts. A
majority of the new funds has been allocated to Task 5 - Special Studies to support the
2026 Socioeconomic and Demographic Data Forecast update and preparation of the
2030-2055 Metropolitan Transportation Plan update. Mr. Barnett asked for comments
or questions.Hearing none,Mayor Short requested a motion to approve the document as
presented. Mr. Schreiber moved to approve the program, seconded by Mr. Wilde. The
motion carried unanimously.
