AGENDA
1. Call to Order
2. Approval of Minutes —October 1, 2025
3. Discussion and consider taking action to adopt a private project scoring matrix.
4. Discussion and consider taking action to adopt a project financing mechanism policy.
5. PUBLIC HEARING regarding a funding request from Mohammad Kabir, 1301 MLK Jr. Blvd., to
support the rehabilitation of an existing convenience store and to install and construct new fuel
pumps and canopy.
6. PUBLIC HEARING regarding a funding request from House of Empowerment Ministries, 511
Mississippi Ave., to support the rehabilitation of the parking lot, building exterior, new signage,
and interior repairs for electrical and lighting upgrades.
7. Executive Session
Executive Session in accordance with TEXAS GOVERNMENT CODE §551.087, to discuss or
deliberate the offer of a financial or other incentive for an existing business, Mohammad Kabir
(1301 MLK Jr. Blvd.,) and organization (House of Empowerment, (511 Mississippi Ave.) that the
Board seeks to have, locate, stay, or expand in the territory of TIF #3 of the City of Wichita Falls;
and which the Board is evaluating for economic development (as defined by TEX. LOCAL
GOV'T. CODE §501.002).
8. ACTION ITEM: Funding request from Mohammad Kabir to support the rehabilitation of an
existing convenience store, 1301 MLK Jr. Blvd., and to install and construct new fuel pumps and
canopy.
9. ACTION ITEM: Funding request from House of Empowerment Ministries, 511 Mississippi Ave.,
to support the rehabilitation of the parking lot, building exterior, new signage, and interior repairs
for electrical and lighting upgrades.
