1. Call to Order
Chairman Heiman called the meeting to order at 10:00 am
2. Approval of Minutes of Prior Meetings,August 12,2024
Chairman Jim Heiman moved to approve the prior meeting minutes, seconded by John
Buckley. The motion carried 2-0.
3. Consideration and Appointment of a panel of three behavioral health professionals
pursuant to section 143.022 of the Texas Local Government Code and related Civil
Service Commission Rules.
Civil Service Director Christi Klyn stated that there were several practitioners contacted,
and that the local provider was hesitant to commit to participate. She stated that there were
multiple providers in the Dallas/Ft. Worth area that were experienced in the process. She
recommended Dr. Daniel Altman, Dr. Tim Proctor, and Dr. Tim Branaman. She stated that
these providers were highly recommended by another Civil Service director.
Chairman Jim Heiman moved to approve the panel nomination as recommended, seconded
by John Buckley. The motion carried 2-0.
5. Report from Fire Chief
Chief Hughes stated that there are seven trainees in the current academy with a graduation
date of September 20th. The department is 9 Firefighters short, with one resignation and
one retirement pending. Lateral testing is scheduled for September 21, 2024.

Chairman Heiman asked about the recent town hall meeting regarding Wildfire
preventions. Chief Hughes stated that the meeting went well and the Deputy Fire Marshal
created a presentation that was well received.
6. Report from Police Chief
Deputy Chief Vaughn stated that there are 1 academy has recently graduated and the
officers will move into a 16-week field training program. One academy is still ongoing.
There are 5 recruits in each academy. The department recently conducted a lateral entry
exam. The department currently has 17 candidates in the background process, and will be
testing again next month.
Chairman Heiman asked about the mental health program. Deputy Chief Vaughn stated
that it is going well, but it is still in the early stages.
