1) Meeting Called to Order: 4:05 PM
2) Approval of Previous Minutes: January 17, 2022 and October 17, 2022
3) Current Drought Conditions: Daniel Nix gave an update on the current status of lake
levels, the Drought Monitor year-over-year (2022 compared to 2023), the number of
summer days with temperatures over 100 degrees and over 110 degrees, and a
prediction of lake levels with best-case, average, and worst-case scenarios. Mark
Southard gave updates on the US Seasonal Drought Outlook over the next 3 months, the
temperature and precipitation outlook through June 2024, and another lake level
prediction based on various regional and NOAA climate factors.
4) Stage 1 Drought Watch Enforcement Update: Warnings were issued from the
announcement of Stage 1 Drought Restrictions until July 17, 2023. To-date, only 1
citation issued to a reoffender. Public information campaign, including social media and
television media interviews continues.
5) Update on TCEQ SOAH: Russell Schreiber gave an update on how the trial went and a
general timeframe for a possible decision from the court.
6) OPS Contract: Russell Schreiber gave an update on the history of the Lake Kemp raw
water contract for the Oklaunion Power Plant, the comparison of the original contract to
the proposed contract with OPS, the benefits of the contract to the city of Wichita Falls,
and then took questions about the proposed contract.
7) Old Business: There was no old business discussed
8) New Business: There was no new business discussed
9) New Meeting Date: A proposed meeting date for late September, early October was
discussed. A Doodle Poll will be administered to find the best date for the Committee.
