I. Call to Order, Introductions and Welcome
Chairwoman Michele Derr called the meeting to order at 12:00 p.m. Ms. Derr had
Commission members, staff and guests, introduce themselves.
II. Review & Approval of Minutes from: September 26th, 2023
Chairwoman Derr called for review and approval of the September 26, 2023 Landmark
Commission meeting minutes. Mr. Noros Martin made a motion to approve the minutes,
Ms. Christy Graham seconded the motion. Minutes were unanimously approved 5-0.

Ms. Karen Montgomery-Gagne presented the case and noted the applicant's/home
owners, Mr. & Mrs. Olson were present for additional information. Ms. Gagne stated the
subject property was located on the 3000 block of 10th Street between Garfield and
Hayes Street. The home, built circa 1925, is a contributing structure, located in the
northern section of the West Floral Heights Historic District, created in 2005. One of the
key features of the home is the entry, with an elliptical pediment, heavy board and batten
Tudor style door.
Ms. Gagne displayed photos from 2013 showing the structure virtually unchanged since
the district designation of 2005. Another photo from 2019 shows only a paint color
change. Most recent photos show the front entry area and existing wood door detail,
right-handed in-swing orientation, 3-section panels with top row arched and small,
central lite. Photos from 2023 of the exterior and interior show deterioration and a hole
through the door, allowing weather elements to enter the home. Ms. Gagne advised
staff believed the door was likely not original, but circa 1950's-1970's; the door would
still be considered historical.
Ms. Gagne stated design guidelines (Section 4 (7) Doors) call for retaining original
doors, door surrounds, sidelights and transoms unless deteriorated beyond repair. Ms.
Gagne advised according to Section 4, Item 7, Appendix E of the design guidelines
states for wood, the first consideration is to determine if the current wooden door can
be retained through repair or restoration with in-kind materials. Second consideration if
repair/restoration is not an option, new construction/replacement shall reflect the style
&period of the building. Wood doors can be significant decorative features that are also
character-defining. Tudor houses often have elaborate entryways with arched doors.
Ms. Gagne advised the Commission the key question to consider in this case related to
whether the door was beyond repair and if the panel components were so severely
deteriorated that in-kind materials are not able to be utilized.
Ms. Gagne stated the owners had researched options for repair in conjunction with
options for a replacement Tudor style door. They've opted to pursue replacement with
an alternate style wood Tudor panel/grooved door with top arched section. The
replacement door has some similarities, specifically the materials (wood) and
maintaining the same size/surround/framework. There are differences in the Tudor style
and profile related to panel configuration and orientation of the door opening (left
handed vs right handed). Ms. Gagne reminded the Commission of the design review
guidelines that state, `Replacement elements must match the design and detailing of
the orrginal or historic feature as closely as possible."
Chairwoman Derr asked the owners if they would like to present anything to the
Commission. Mr. Olson stated they would keep the door as a right-handed door as it
currently is and not as depicted in the sample photo showing a left-handed door. Mr.

Olson did not believe the door could be repaired based on existing damage coupled
with issues of swelling at times to the point it doesn't open properly. Chairwoman Derr
asked if there were any other comments from the public. With no public comments, the
floor was open to the Commission for discussion. Ms. Smith asked the owners if they

had anyone come to look at repairing the door. Mr. Olson stated he did not and he
believed patch work would need to be done and it would not look visibly pleasing. Ms.
Smith asked if there were any original photos of the home showing the door. Mr. Olson
stated no original photos had been found that showed the original wooden door. Mr.
Dickinson asked if they had considered any other doors that had raised panels to more
closely match the current door. Mr. Olson stated he didn't see anything else that he
liked.
Ms. Gagne stated she had an email comment from Ms. Marcela Medellin, who was
unable to attend the meeting. Ms. Medellin's statement related to her concern with the
proposed door's ornamental bolts and hardware which are not in keeping with the
existing door. Ms. Smith asked if Home Depot was the only vendor they looked at for a
replacement door. Mr. Olson advised they had also looked at doors from Woodco. Mr.
Martin voiced his concern that the replacement door looked nothing like the current
door. Mr. Olson stated no one can be sure what the original door looked like and he felt
the proposed door matched his home. Ms. Smith asked if the owners would be retaining
the hardware of the current door. Mr. Olson stated new hardware would be purchased
with the new door. Ms. Smith stated she didn't believe the Commission had a complete
picture of the replacement door without seeing the hardware that would be used. Mr.
Olson stated he would replace the hardware with something similar from Home Depot.
Ms. Christy Graham made a motion to approve the replacement wood entry door as
presented. Ms. Smith stated she was not ready to vote on this matter and would like a
photo of the proposed hardware along with it possibly super-imposed with a photo of
the new door on the home. Chairwoman Derr stated they could make that request part
of the motion. Mr. Martin stated he agreed with Ms. Smith and was not ready to vote on
this motion and would also like to see photos before approving anything. Mr. Dickinson
requested the owner provide other options with raised panels. Mr. Olson clarified the
Commission wanted to see other Tudor-style door options and super-imposed photos
of the proposed door showing the hardware and how it would appear if installed on the
house. Chairwoman Den- confirmed that request and stated once the information was
received by Ms. Gagne a special meeting could be scheduled for December 2023.
Ms. Smith did advise Mr. Olson there was a neighborhood design review committee that
could have reviewed his proposal before coming before the Commission. Mr. Olson
stated he had no knowledge of that committee. Ms. Simone Guitard,West Floral Heights
Neighborhood Association, stated she had found the same door Mr. Olson presented
in a darker stain online and the description stated it was a Tudor style door. It was also
stated the owners could not order a replacement door from Woodco as the products
were too expensive.
Chairwoman Derr introduced a new motion to table the case at 3008 10th Street and
move forward with the application when the applicant/owner can provide staff with
sufficient requested details, which include, more Tudor-style door options, photos of
new hardware and super-imposed photos of proposed door with hardware options and
how it may look on the house. Mr. Martin seconded the motion, which passed
unanimously in a vote 5-0.

IV. Action Item: 2024 Meeting Schedule
Review and Adoption
Ms. Gagne presented the proposed meeting schedule for 2024. Ms. Smith made the
motion to approve the schedule as presented. Ms. Graham seconded the motion that
passed unanimously 5-0.
