Park Board Minutes - 09/27/2012Wichita Falls Park Board Meeting September 27, 2012 W.F. Recreation Center Room 202, 60011"' Street 1:30 p.m. Presiding: Members Present: Members Absent: Staff Present: City Council Representative: Stephen Priester /Co- Chairperson Peg Marquardt, Stephen Priester, Ben Filer, Stephen Garner, Nancy Howell and John Hirsch! Penny Miller, Sharon Roach, Alan Donaldson, John Fritzsch and Mike Rucker Jack Murphy and Genice Wilson Mary Ward (Absent) CALL TO ORDER: Stephen Priester called the meeting to order at 1:37 pm. The minutes of August 23, 2012 were put before the Board. A motion was made by Peg Marquardt to approve the minutes and seconded by Ben Filer. They were approved. OLD BUSINESS: Stephen Garner asked if the Rail Road has said what they will do on the request for right of way usage for the trails from the City. Jack Murphy told the Board that there has been three letters requesting the use of the right of way and the answer is still no. There was discussion on this and other trail projects. DEPARTMENTAL REPORT: 1. Circle Trail: a. Dedication event for the two trail projects on Holliday Creek and Barnett Road /Seymour Highway tentatively set for Friday, November 2"d at 11:00 am in the parking lot of the Wichita Bluff Nature Area. b. Staff will make presentation to City Council October 2"d for a 775 foot long bridge instead of a trail between two ridges in Nature Area. 2. Ornamental structure at SAFB Main Gate replaced after vehicle collision. 3. Ordinance prohibiting projectiles in parks passed by City Council. The staff asked to consider designating a rocketry area. If the Board members have any suggestions where, we are looking for some ideas. 4. Falls Fest is this weekend in Lucy Park. 5. Fund 280 Special Recreation Account expenditures approved. Principal items are new sign at the Sports Complex and other improvements, Lucy Park Log Cabin and Swimming Pool repairs, Skate Park repairs, new office furniture for the Recreation office, and improvements to the Fifty Plus Zone. 6. Annual Budget approved. Includes a highway mowing program, a new ATV for trail maintenance, and soda graffiti cleaner. r - 7. Recreation will have a three concert series in Lucy Park starting Tuesday, October 2 "d funded by concert donations. 8. 4B Projects: Lake Wichita Shore Improvements, Lake Wichita Park RC Runway improvement, and District V Park improvements. 9. Fall athletic leagues going well including softball, kickball, and flag football at the Sports Complex. 10. Successful Fishing education classes with TX Parks & Wildlife at Sikes Lake. 11. Zone "Love Boat" meal and dance this evening, September 2r. NEW BUSINESS: No committee member was at Board meeting to talk about the Park Improvement Committee report No discussion of Friends of the Parks organization occurred.
