Meeting Minutes
October 12th, 2023
The meeting was held in the City Council Conference Room at Memorial Auditorium, 1300 Seventh
Street, Wichita Falls, TX 76301 .

Agenda Items:
I. Meeting was called to order at 4:00 pm.
II. Minutes from the previous meeting on 8/24/23 were approved.
III. Discussion and vote on 2024 Stop Loss Renewal proposal by HUB. Brent Weegar (HUB)
briefed the following regarding the RFP process: A renewal from Stealth/Berkley was
presented at 16.6% increase for PY24. A second option from Stealth/HCC was presented
at -8.7% for PY24. Incumbent could not match the lower rate and our [HUB's]
recommendation would be to implement the Stealth/HCC quote for 1/1/24. This would be
at the current $500,000.00 Stop Loss Deductible with a no new laser renewal provision and
a 50% rate cap. HCC has an A++ financial rating. A motion was made and seconded to
move to Stealth/HCC for PY24. Board members voted unanimously to approve the
recommendation to move to Stealth/HCC for PY24.
IV. With no further business, the meeting was adjourned.
