I. CALL TO ORDER
Katrena Mitchell, Chair, called the meeting to order.
II. REVIEW & APPROVAL OF FEBRUARY MINUTES
The minutes from the ASAC Meeting on August 10, 2012 were distributed and reviewed. Mrs. Miller
made the motion to accept these minutes with a second by Mr. Dodge. Motion was carried.
III. OLD BUSINESS
Mrs. Miller inquired about Paws Patrol; Ms. Mitchell informed the committee that Paws Patrol was
cancelled due to rain and the reschedule date has not been reset due to she's waiting for the new
director Patti Halliard of the Humane Society to take over and informed the committee she started that
week and onoe she get her feet on the ground then they would reschedule Paws Patrol. Gave update on
the non - restraint ordinance.
IV. NEW BUSINESS
Mrs. Kreidler informed the committee that Dr. Clark who's on the Board of Health is a strong opponent
for the non - restraint ordinance because he she's animals that come into his clinic that has been chained
or tethered that are hard to vaccinate. Dr. Gibson advised that her cliental is different from Dr. Clark's
she doesn't have a lot of clients coming in that have to chain or tethered. Ms. Mitchell advised that the
best guess is that 25 percent of the animals in the community are detained or tethered. Mrs. Kreidler
advised the committee that there will be 30 days from the time City Council passes the ordinance to the
time it will go into effect. During that time they wil I inform the citizens of the changes in the
ordinance. Mrs. Kreidler also stated that one of the conoems that the Board of Health had was if we
found an animal that was chained or tethered if we would give the citizen's time to come into
compliance. Mrs. Keidler stated that she informed the Board of Health that we always work with the
citizens whether it is with shots and tags or the new ordinance. Mrs. Arnold asked if there was a
minimum enclosure requirement. Mrs. Kreidler replied that in the current ordinance there are space
requirements for the size of the animal that need to be met. Mr. Dodge advised that in the current
ordinance there is a requirement for the space each size dog is supposed to have.

Mrs. Miller asked if this issue will be up at the next council meeting. Mrs. Kreidler replied that
either the next one or the one in December. Mrs. Kreidler replied that what she would like from the
Animal Advisory Committee today is a recommendation to go forward with it to council or not to go
forward with it. Mrs. Miller made the motion to recommend that the changes in the non - restraint
ordinance go forward to the city council. Dr.Gibson seconded the motion and the motion passed with
all in favor. Dr. Gibson asked where it stood with the spayed and neuter ordinance. Mrs. Kridler
advised that when they had the last strategic planning meeting they wanted to try more education. She
then staffed the maybe when they do strategic planning again this year they will try smaller with the
animals being reclaimed. Mrs. Kreidler did announce to the committee that one of the items for
education that was approved by council and Animal Services was getting ready to do was wrapping the
animal control trucks, and were just waiting on the bids.

Ms. Mitchell advised that the next ASAC meeting is set for Friday February 8, 2013 at 12:00 p.m. Mrs.
Arnold made the motion to adjourn. Mr. Dodge seconded the motion to adjourn. Motion carried and all
were in favor.
