Dennis Marquardt called the November 7th meeting of the Wichita Falls Traffic
Safety Commission to order at 1:30 p.m.
The minutes were approved for October 2012.
The financial report for October was presented by Stan Horton. Balance was
$171.50
Accident Statistics:
Karl Lillie of WFPD advised the total crashes for Oct 2012 were 231 of which 39
were injury accidents and 0 fatalities. There have been 5 fatalities for 2012.

City Traffic Report
Mark Beauchamp discussed the following:
1. They are working with the MPA to do an in -depth study of all traffic accidents
over the last three years. This study is to try and determine the most dangerous
25 intersections in the city. The study is designed to help the traffic division
recognize problems and improve the intersection to reduce the number of
accidents in an area of concern.
2. Safe Routes will go out for bids in March 2013
3. 287/281 high mast lighting replacement
4. Callfield/Lawrence realignment is complete. New signal timing patterns are
patterns are being planned for that area for the holiday season. Mark advised
this should help the flow of traffic with an almost half time cycle rate than
normal.
5. Downtown transit hub will start in the near future.
6. Systems upgrade is still moving forward.
7. Yearly sign system change out.
State Traffic Report
Glenn Allbritton gave the following report:
1. High mast illumination replacement at 281/287 intersection should be finished by
November 161H.
2. Windthorst Road bridge project has started.
3. Sheppard Access road and Airport stop sign placement seems to be working well.
Unfinished Business:
None.
New Business:
International Walk to School Day - Mark Beauchamp advised that he and some
members of the TSC, along with the Wichita Falls Health Department, and TX DOT
started this year's program presentations were made at three schools this year. The safety
program teaches at each grade level.
Over 800 children and teachers were given handouts with safety tip information and
encouraged to walk to school on the international walk to school day. A large number
participated and walked to school on Oct 2, 2012. The hope is that all schools will
participate next year for a citywide event.
Mark advised his department is designing a custom safety tricycle with a super
modification for attraction and teaching children bicycle safety.
A School Safety banner contest is underway. The winning school will have their
banner placed in front of every school in the city.

Items of Discussion:
Mark was contacted by citizens about two intersections.
1. Tanglewood and Brazos streets stop sign. The complaint was that it was unsafe. It
showed to have 1 accident in the last three years. The average speed was around
20mph. All stop sign were changed to LED flashing Stop signs and Flags were
placed prior to the stop. New stop bars were installed and trees were trimmed for
better visibility.
2. Kemp @ Seymour Hwy and Bluebonnet. A citizen was ticketed for no driver's
license. The complaint was that the intersection is dangerous. From 2009 to Date 9
accidents have been reported. All were turning or rear end accidents. No facts have
been presented that would justify any change to the intersection. The citizen was to
appear at the TSC meeting to address the issue. No appearance was made by anyone
from the public.
