Ordinance amending Ordinance No. 76-2020 and Ordinance No. 57-
2023 declaring certain structures as dangerous by allowing additional
time to rehabilitate two structures located at 2118 Roberts Ave. and
5114 Inlet Dr.
WHEREAS, the property at LOT 7 BLK 13 E SUNSET HEIGHTS also known as
2118 Roberts Ave. was included in a list of properties that were declared hazardous
structures at the City Council meeting of December 15, 2020, and was ordered to be
demolished upon determination by the City Council; and,
WHEREAS, the property at LOT 36 BLK 5 MEADOW LAKE B also known as 5114
Inlet Dr. was included in a list of properties that were declared hazardous structures at
the City Council meeting of October 17, 2023, and it was ordered to be demolished upon
determination by the City Council; and,
WHEREAS, Manuel Carrillo Jr. purchased the property located at 2118 Roberts
Ave. on October 11, 2024, and has requested additional time to obtain a Restoration
permit to rehabilitate this structure; and,
WHEREAS, Michael Fincannon purchased the property located at 5114 Inlet Dr.
on May 14, 2025, and has requested additional time to obtain a Restoration permit to
rehabilitate this structure; and,
WHEREAS, the City Council desires to grant additional time to rehabilitate these
properties.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. Additional time in the amount of 30 days to end at the end of the business day
is to be granted to the property owner of 2118 Roberts Ave. for substantial
progress that shall have been accomplished 90 days after the above date, and
complete restoration be accomplished by the end of the business day 90 days
from issuance of the permit. Failure to complete timeframe requirements will
result in the demolition of the structure without further notification.
2. Additional time in the amount of 30 days to end at the end of the business day
is to be granted to the property owner of 5114 Inlet Dr. for substantial progress
that shall have been accomplished 90 days after the above date, and complete
restoration be accomplished by the end of the business day 90 days from
issuance of the permit. Failure to complete timeframe requirements will result
in the demolition of the structure, without further notification.
3. Upon rehabilitation of structure, the demolition order shall become void.
4. Due to the fact that the subject matter of this ordinance affects the public
health, safety, and welfare of the citizens of the City of Wichita Falls, this
ordinance is declared to be an emergency measure, and shall become
effective immediately upon its passage.
