1. Call to Order: Austin called the meeting to order at 11:32. David introduced our
guests, which included representatives from the Thomas Fowler American Legion Post
169, since they will host the Veterans Day ceremony at the Plaza, and are very interested
in future improvements at the Plaza.
2. Approval of Minutes: October meeting minutes were approved unanimously.
3. Project Updates:
3.a. Veteran's Plaza Project
Steve Wood and Ken Dowdy of BYSP Architects presented the Master Plan for the
Veterans Plaza. They provided sketches of Plan: including the following items:
• Entrance Gateway
• Pavilion Structure for shade and seating
• Third Memorial Node for Medal of Honor or Purple Heart City
• Connections to the Circle Trail
• Lighting upgrades and location of flagpole
The Master Plan was approved unanimously.
Steve Garner mentioned that Wichita Falls is now a Purple Heart Community, which should
be recognized at the Veterans Plaza. Steve Wood will have full color poster boards for the
Veterans Day ceremony on Nov 11. Austin stated that he has already contacted 4 local
charitable foundations and will set up meetings in the near future.

3.b. Lake Deepening:
The dredging project is still in the USAGE Continuing Authorities program for FY-25, but
the Corps of Engineers must wait for Congress to enact an official final Appropriations Bill
before they can determine whether they can begin the process to create the
Determination of Federal Interest.
3.c. Parks Master Plan: We await final recommendations from the consultant.
4. Discussion of Brick Sales and Fundraising Initiatives:
David stated the 6 pending br ck engraving orders have been completed. Austin stated
we have received one new brick order. David informed the group that the engraver
needs at least 5 or 6 brick orders to mobilize.
David stated he paid one invoice of$3,750 to BYSP and made one deposit of$175 for
brick orders, so the Wells Fargo checking account balance is $76,288. Pending
obligations are $255 to Austin Stone & Monument, and $4,750 to BYSP.
5. Other Business Matters:
Steve Garner invited Jim Hickman to show an aerial video of Lake Wichita, which
highlighted areas that need to be dredged.
David stated that a Veterans Day ceremony is being held Nov 119h at 5:30pm, and our
guest speaker will be Senator-elect Brent Hagenbuch.
6. Adjournment: The meeting adjourned at 12:40 pm.
