1. Call to Order
Councilor Browning called the meeting to order at 2:31 p.m.
2. Approval of Minutes
Moved by Councilor Taylor to approve the May 21, 2024, minutes.
Motion seconded by Darrell Coleman and the motion by a unanimous vote.
3. Public Hearing regarding proposed Charter amendments
Councilor Browning opened the public hearing at 2:32 p.m.
There were no comments from the public.
Councilor Browning closed the public hearing at 2:33 p.m.
4. Discussion of City Charter and possible action as to final recommendation
to the City Council.
Kinley Hegglund, City Attorney, discussed the proposed changes (see attached).

Moved by Tom Taylor to approve the proposed changes and make a final
recommendation to the City Council.
Motion seconded by Stephen Santellana and carried by a unanimous vote.
4. Adjourn
Councilor Browning adjourned the meeting at 2:51 p.m.

Item Making Charter Amendment Recommendations to the
Wichita Falls City Council
Whereas, the Charter Review Committee met on May 21, 2024, and on June 18.
2024 and discussed possible Charter changes.
The Wichita Falls Charter Review Committee hereby makes the following
recommendations to the Wichita Falls City Council regarding proposed Wichita Falls
Charter Amendments:
§ 59 City manager service to the council.
Except when leval`-Council is beingconsideringed the evaluations, duties,
appointments, reassignment, removal, or discipline of the city manager, city attorney, city
clerk, or presiding municipal court judge, the city manager shall have the right to be
present at all meetings of the city council and of its committees and to take part in their
discussions. He shall prepare and submit the annual budget estimate and may make such
other recommendations to the city council concerning the affairs of the city as may seem
to him desirable.
§ 134 Political partisanship.
No person about to be appointed to any position in the service of the city shall sign
or execute a resignation, dated or undated, in advance of such appointment. No person
in the service of the city shall discharge, suspend, lay off, reduce in grade or in any
manner change the official rank or compensation of any person in such service, or
promise or threaten to do so, for withholding or neglecting to make any contribution of
money or service, or any other valuable thing, for any political purpose.
No person in the service of the city shall use his official authority or influence to coerce
the political action of any person or body, or to interfere with any nomination or election
to public office.
