CITY COUNCIL ROOM, MEMORIAL AUDITORIUM
CITY OF WICHITA FALLS, TEXAS
The Firemenis and Policemen's Civil Service Commission of the City of Wichita
Falls, Texas, met Thursday, April 91 1959, in the Council Room of Memorial Auditorium
at 1 :00 P.M. with the following present:
Gus W. Joliff, Chairman
J. T ^J. Mayes, Member
Lyle B. Cherry, Member
W. Coleman Williams, Director
C. C. Daniel, Police Chief
E. C. White, Fire Chief
A. 0. Fonville, Lt., Police Department
Hurshel Johnson, Asst. Fire Chief
Meeting was opened by Chairman Joliff, and the following items were discussed
at length:
Police Department Rules and Regulations:
Moved by Chairman Joliff that the amendments and additions to the Police
Department's Rules and Regulations recently submitted to the Civil Service Commission
be approved and printed.
Seconded by Mr. J. W. Mayes and passed unanimously.
Civil Service Rights of Department Heads (Fire and Police Chiefis):
Moved by Chairman Joliff that they pass over this item for time being, until
further study could be made
Seconded by Mr. J. W. Mayes and passed unanimously.
Recruitment of Recruit Policemen:
Coleman tidilliams, Director, gave a brief report on the advertising that had
been done in the Dallas Morning News, Fort Worth Star Telegram and Daily Oklahoman
for Recruit Policemen. At the present, there are 13 on the Eligibility Roster that
yet have to be checked. The Police Department lacks 12 men having their full strength.
Qualifications for Recruit Policewomen:
Moved by Chairman Joliff that vrith the exception of physical qualifications,
the general qualifications required of a recruit Policewoman will be the same as those
required of recruit Policemen. The required physical qualifications, including proper
height and weight, will be determined by the City Physician.
Seconded by Mr. J. W. Mayes, and passed unanimously.

Moved by Mr. Cherry that Mr. Joliff be elected Chairman of the Commission
for the balance of 1959.
Seconded by Mr. Mayes and passed.
Moved by Mr. Mayes that Mr. Cherry be elected as Vice - Chairman for the bal-
ance of the year 1959, o4IT
Seconded by Mr. and passed.
Meetings:
Moved by Mr. Joliff that the Commission meet at least every 4 or 5 weeks
unless needed before then, and that Mr. Cherry brief the Commission at these meetings
on different phases of the Civil Service Law.
Seconded by Mr. Mayes and passed.
There being no further business at hand, the meeting was adjourned at
2:25 P.M.
