Civil Service Commission Minutes - 07/09/19640 CITY OF WICHITA FALLS CIVIL SERVICE COMMISSION MINUTES July 9, 1964 The Civil Service Commission met in the council room July 9, 1964, at 10:00 A.M. Those present were: Lyle Cherry, Chairman John Estes, Member H.P. Hodge, City Attorney A. Martinez, Director of Civil Service Bob Jolliff, Director of Public Safety Chief Daniel, Chief of Police Sgt. Johnny Cawyer Bill Browning, Attorney Peggy Rosser, Secretary The meeting was requested by Sgt. Cawyer who asked for a hearing regarding three of the questions appearing on the Police Examination for the position of Lt. given June 4, 1964. Mr. H. P. Hodge, City Attorney, maintained that there had been a complaint filed by Sgt. Cawyer concerning three of the questions on the Police Examination. It was the opinion of Sgt. Cawyer that on these three questions, numbers 53,58, and 74, the answers were incorrect. Hodge stated that he had gone over the questions with the director of civil service and found that the questions had been taken directly from the material given to the persons taking the examination to study. Those questions in discussion dealt with ordinances of juvenile court, identification of officers, and unity of command. Hodge stated that there was a typegraphical error on question number 74 where a y had been placed on unit making it unity. He said that it was his opinion that a change this insignificant should not cause the person taking the examination to answer differently that he would otherwise. Bill Browining,Attorney for Sgt. Cawyer, maintained that in the material which had been compiled by Sgt. Fonville,from which the material for the examination had been taken, there were two phases for Unity of Command and that only one had been contained in the test question. Therefore he felt that the definition was incomplete and that this would cause the person to assume the answer to be false. Hodge pointed out that this is an example of the short - comings of true - false examinations. The Civil Service Commission dismissed themselves to review this case, Mr. Cherry announced that they had not considered ques- tions 53 and 58 to be correct or incorrect because the fact that Lt. Lewis and Sgt. Cawyer had answered the questions alike would not have changed the results of the examination. He stated that the y on unit in Unity of Command is immaterial and should not change the answer of the person taking the examination. It was found by the Commission that this question should have been answered true, and the positions on the eligibility roster remain the same. The meeting adjourned at 11:05 A.M. A.
