Civil Service Commission Minutes - 08/25/1964CITY OF WICHITA FALLS CIVIL SERVICE COMMISSION MINUTES August 25, 1964 • The Civil Service Commission met in Room 200 of the Municipal Auditorium, August 25, 1964, at 2:00 P. M. Those present were: Lyle Cherry, Chairman James B. Thomas, Member John Estes, Member A. Martinez, Director of Civil Service Gay Clynch, Secretary A special meeting was called by A. Martinez, Civil Service Director, to decide whether the Civil Service examination for Assistant Fire Chief should be opened to the position of Captains in addition to the Battalion Chiefs. According to the Civil Service rules, Mr. Martinez explained, there must be an eligibility roster for each position at all times. Each roster, when established, is good until ex- hausted or for one year from the date of the examination. This roster for the Assistant Fire Chief is expired at this time and a request for a new roster has been received by the Civil Service Director. The three Battalion Chiefs, which is the next lower position to Assistant Fire Chief, have not been in this grade the required two years. Therefore, they are no more eligible than some of the Captains in the Fire Department. After a discussion, the committee, with Mr. Lyle Cherry as chairman, made the decision to open the examination for Assistant Fire Chief to all Captains who have served in that position for a period of two years or longer. Mr. Martinez.btought before the committee a letter he had received from Mr. J. C. Mason, President of the Wichita Falls Firefighters Association #432. In the letter, Mr. Mason stated that there was a need for another driver, and suggested that the Civil Service Commission promote a fireman, from the existing Drivers Roster, to the position of Driver. Mr. Cherry stated that the Commission does not sit in a supervisory position of the administrative acts of the Fire Chief, but as an Appellate Court to hear grievances properly brought before them. Mr. Cherry dictated an answer to Mr. Mason's letter. Meeting adjourned at 2:35 P.M. A. Martinez Civil Service Director
