Call to Order Chairman Heiman called the meeting to order at 3:30 PM 2. Approval of Minutes of Prior Meetings,April 15, 2024. Laura Fidelie moved to approve the prior meeting minutes, seconded by John Buckley. The motion carried 3-0. 3. Review Appeals of the Police Department Sergeant's Exam administered on July 19, 2024. Pursuant to Section 143.034 of the Texas Local Government Code and Related Civil Service Commission Rules. a. Question 06 Civil Service Commission Minutes 2 Tanner Fowler presented that the question misrepresented the General Order cited in the question, and that even though the question was verbatim from the source it was inconsistent with practice. John Buckley moved to throw out the question, seconded by Laura Fidelie. The motion carried 3-0. b. Question 63 Scott Stoecklein stated that the question was not present in the source material as written, and that the answer key did not support the question. He stated that the question likely came from a different edition of the book. Tanner Fowler and Bradley Higgins both stated that even though the question was not verbatim from the source, that the spirit of the material was represented in the question. Laura Fidelie moved to maintain the answer key as written, seconded by John Buckley. The motion carried 3-0. 4. IV. Review Appeals of the Police Department Lieutenant's Exam administered on July 30, 2024. Pursuant to Section 143.034 of the Texas Local Government Code and Related Civil Service Commission Rules. c. Question 02 Paul Hardi and Joseph Felts stated that the general order was not a good source for the question, and that the terminology for"folder" was misleading. Brett Keith stated that the question was verbatim and that in practical use the terminology made sense from an administrative standpoint. Julia Vasquez offered additional clarification on the folder and file terminology differences and how it applied to the question. Laura Fidelie moved to maintain the answer key as written, seconded by John Buckley. The motion carried 3-0. 5. Report from Fire Chief Chief Hughes stated that there are seven trainees in the current academy with a graduation date of September 20`h. The department will soon be 9 Firefighters short, with one resignation and one retirement pending. There are plans to schedule lateral testing in the next month. Chairman Heiman asked about the pending grant to be used for new positions. Chief Hughes stated that the department is still awaiting a response. • Civil Service Commission Minutes 3 6. Report from Police Chief Chief Borrego stated that there are 2 academies running concurrently with 5 recruits in each academy. The department is 9 members short considering the trainees. The department just conducted testing, and will test again in October. Chairman Heiman asked about the upcoming mental health program and what that would entail. Chief Borrego stated that it would be a cross-agency effort with fire to address mental health episodes in the community with a focus on de-escalation. 7.
