CALL TO ORDER:
Jim Heiman called the meeting to order at 1 :30 p.m.
1 APPROVAL OF MINUTES:
The minutes from September 28, 2023 were put before the Board for approval.
Dorcas Chasteen made the motion to approve the minutes and Tom Taylor
second the motion.
3. DEPARTMENTAL REPORT:

C. Lake Wichita Revitalization Committee:
• No update
D. Circle Trail Update:
• Grant approved, still in waiting period.
F. Other Business, Announcements, Comments:
• Master plan contract is finished and will be meeting in late November
• Terms will be ending for board members, & will go over new applicants in
next meeting after city elections
• Next meeting will be a combine November/December due to holidays

Recreation Report 10/26/2023
50 Plus Zone daily attendance 272.
Halloween in the Park brought in over 3000 visitors. Big thanks to Sheppard AFB sending 40
volunteers and Kiwanis Key Club another 40. Sponsors included...
Raising Cane's Chicken, United Supermarkets, Walmart, Crumbl Cookies, First Bank, Nothing
Sundt Cakes, Postel CU, Union Square, Piro Pizza and The Flamingo Bakery. This years MC
Lauren Linville from KFDX and Costume Judges Councilman Michael Smith, Tsgt Justin
AIlmacher(SAFB) and Jesus Watford ( Superior Health)
Rec class enrollment at 58 for the month of October.
Fall Concert series ended in October with some great bands, weather and crowds. Spring Series
begins in April.
Softball Leagues will be wrapping up in the next two weeks along with Fall Volleyball Winter
Volleyball and Basketball league registration is underway.
Crew will have stage at MSU on Friday night and at Los Muertes all day Saturday.
Some smaller projects funded by the 4B Board for improvements to the Sports Complex are
underway now. Larger projects should begin once the Fall season is done.
Pickleball Fall Social is this Friday 10/27 at Falls Town Courts at Weeks Park
new Pickleball Leagues begin in November.
At Falls Town Courts at Hamilton Park Halloween Social is this Friday 10/27
For the past year 2022-23 the Recreation Division increased revenue by $119,152 a 54%
increase over the previous year. Large revenue increases from the Sports Complex and new
management agreement for tennis and pickleball at Hamilton and Weeks Park.
OCTOBER 26, PARK BOARD 2023
Freeman Construction has started on Lake Wichita Parking Lot. Parks pulled all bollards and
moved boulders back. Moved and capped off water to three trees that will be removed due to
construction.
Pulled and planting about 45,000 flowers for color change. We usually do it in four days, but the
rain slowed things down.
We have had six funerals this month. Seventy for the year.
We are getting our Circle Trail Crew together.
Morningside Park/Playground is under construction. We have removed several trees, working
on grinding stumps, removed old playground and painted swing frame, leveling park, We have
the playground, swings, border and mulch. This should wrap up in November. CDBG
Loch Lomond Playground has been delivered. Construction November/December
Bridwell Fountain and Drain still under review. CDBG
Bridwell Multi-Purpose Courts Architect working on specs/drawings December?? CDBG
Bridwell Baseball Diamond December?? CDBG
10 th St. Pocket Park Benches November/December CDBG
Lions Park playground and sidewalks. CDBG
Lamar Park playground. CDBG
Williams Park playground on hold due to floodway issue CDBG
