I. Welcome&Introduction
Mayor Short,the TPC chairperson,called the meeting to order at 8:30 a.m.and welcomed
everyone in attendance.
II. Public Comment on Agenda and Non-Agenda Items
Mayor Short asked for any public comments on agenda and non-agenda items. Receiving
none,the committee moved on to the next agenda item.
III. Review and Approval of the January 24, 2024 Transportation Policy Committee's
(TPC) Meeting Minutes
Mayor Short asked for any comments or corrections to the January 24,2024 TPC meeting
minutes.Receiving none,he asked for a motion to approve the minutes. Mr.Beaver made
the motion to approve. Mr.Whiteley seconded the motion,which passed unanimously.
IV. Review and Comment Regarding the April 11,2024 Technical Advisory Committee
(TAC) Meeting Minutes-No Action Required
Mayor Short asked for any comments or corrections to the April 11, 2024 TAC meeting
minutes.Receiving none,the committee moved on to the next agenda item.
V. Review and Approval of the 2023-2026 TIP Amendment: Install 5 Direct Current
Fast Charge Ports Within One Mile of the Electric Alternative Fuel Corridors(IH 44-
CSJ 5000-00-203)

Mr. Barnett directed the committee's attention to the enclosed TIP Amendment. Mr.
Barnett informed the committee this amendment programs $413,796 towards building
an Electric Vehicle charging station at 1526 Old Iowa Park Road in Wichita Falls. Mr.
Barnett stated this project will install five(5)Direct Current Fast Charge Ports within one
mile of the Electric Alternative Fuel Corridor (IH 44) and that funding will come from
Federal and State dollars at an 80/20 percent match. He stated that TxDOT had not
released a time line for construction yet, but the expectation is sometime in 2025. Mr.
Barnett asked for any questions regarding the TIP amendment.
Receiving none,Mayor Short asked for a motion to approve the amendment.Mr.Whiteley
made the motion to approve. Mr. Beaver seconded the motion, which passed
unanimously.
VI. Review and Approval of the 2025-2028 Transportation Improvement Program
(TIP)
Mayor Short directed the committee's attention to the enclosed TIP located inside the
meeting packet. Mr. Barnett informed the committee this is the new 2025-2028 TIP,and
once approved by the Policy Board, will supersede the current 2023-2026 TIP. Mr.
Barnett commented that Ms.Lee produced the new TIP from start to finish with very little
assistance from himself. Mr. Barnett discussed updates to the new TIP and asked for any
comments or questions. Receiving none, Mayor Short asked for a motion to approve the
2025-2028 Transportation Improvement Program. Mr. Beaver made the motion to
approve.Mr.Whiteley seconded the motion,which passed unanimously.
VII. 2025-2050 Metropolitan Transportation Plan (MTP) Update: Progress Report.
Mr. Barnett informed the committee of the current progress regarding the 2025-2050
MTP update. He stated MPO staff meets monthly with Alliance Transportation Group
(ATG) for progress reports. Mr. Barnett stated that ATG has reviewed the TxDOT Travel
Demand Model for the WFMPO area and has tested it for use in developing the new MTP
and found it to be satisfactory.He stated the safety analysis is almost complete.The team
discussed project stakeholders and affordable housing stakeholders. Mr. Barnett asked
for any comments or questions regarding the MTP progress report. Receiving none,the
committee moved on to the next agenda item.
VIII. WFMPO By-Laws Amendment: Increase the TAC Committee Board Membership
Mr. Barnett stated our colleagues at the Wichita Falls TxDOT District Office have
requested adding a new board member to the WFMPO Technical Advisory Committee.He
stated the title of this new position is"Director of Transportation Operations."Mr.Barnett
stated the TxDOT Transportation Planning and Development Director, Scot Reaves,
presented the request to the MPO and stated Mr. Shaun Barnes was promoted to the
position. Mr. Beaver made a correction to the By-Laws stating the TxDOT Director of
Operations title has now been changed to TxDOT Director of Maintenance. Mr. Barnett
stated all changes to the makeup of the committees within the WFMPO By-Laws requires
approval by the Policy Board.Mayor Short asked for a motion to approve the WFMPO By-
Laws. Mr. Steed made the motion to approve. Mr.Whiteley seconded the motion,which
passed unanimously.
IX. Other Business:
a. Discussion&Overview of Progress on Local Transportation Projects-City and
TxDOT staff(Quarterly Review)

• City: Ms. Robinson reported on the Business Park project stating it was 68%
complete; the 2023 Concrete Street Rehab project stating it was 89% complete. The
Lake Wichita Parking Lot was 99% complete.The Hike and Bike Trail from Campfire
to Lucy Park will begin construction in early 2025.
TxDOT: Mr. Coltharp reported on the current construction projects: BU 287J widen
roadway,three pavement repair projects located at FM 2380 from FM 369 to SH 79,
SL 79 from Professional Drive to FM 1954, and SL 473 from BU 2871 to US 82, a
district-wide seal coat from US 82 at Windthorst Road to Fisher Road,and two bridge
and approach rail projects located at US 82 EB/WB to Kemp and Taft, and BU 277A
to BNSF RR.
b. MPO Quarterly Financial Report(1st Quarter-October,November,December)
Mr.Barnett reported on the 1st quarter expenses for the MPO.He stated that the MPO
had spent 18%of its total allocation for FY 2024.He stated WFMPO is on schedule to
spend the required amount of their budget. Mr. Barnett asked for any comments or
questions on the first quarter financial report.He received none.
c. Other Items
Mr.Barnett discussed TxDOT's ongoing U.S.82 Corridor Study.He stated the WFMPO
Executive Director was invited by TxDOT to participate in four rounds of online
discussion, comment, and project ranking participation. Mr. Barnett stated other
participants from our region included the Wichita County Judge, The Wichita Falls
TxDOT District Engineer, and other interested stakeholders. He stated the fifth and
final round, scheduled for this summer, will wrap up the study and present a
summary report. Mr. Barnett stated there were four projects located inside the MPO
area along the U.S. 82 Corridor. Mr. Barnett asked for any comments or questions
regarding the U.S.82 Corridor Study progress report.He received none.
Mr.Barnett informed the new TPC Board Members of the 2016 requirement to fill out
and submit the WFMPO Ethical Standards Policy Affidavit in compliance with the
MPO's Internal Ethics and Compliance Program established by the Policy Board on
January 27, 2016.The majority of the Board Members had completed their affidavits
in previous years. Mayor Tim Short and Councilor Bobby Whiteley completed their
affidavits after the meeting adjourned. Mr. Dotson will have Judge Jim Johnson
complete his. In addition, Mr. Barnett will contact Councilor Nelson and have him
complete his affidavit.There were no other items to discuss.
