I. Welcome&Introduction
Mr. Barnett, TAC chairperson, called the meeting to order at 9:33 a.m. and welcomed
everyone in attendance.
11. Public Comment on Agenda and Non-Agenda Items
Mr. Barnett asked for any public comments on agenda and non-agenda items. Receiving
none,the committee moved on to the next agenda item.
III. Review and Approval of the January 11, 2024 Technical Advisory Committee's
(TAC) Meeting Minutes
Ms. Lee asked for any comments or corrections to the January 11, 2024 TAC meeting
minutes.Receiving none,she asked for a motion to approve the minutes.Ms.Gagne made
the motion to approve. Mr.Brown seconded the motion,which passed unanimously.

IV. Review and Comment Regarding the January 24, 2024 Transportation Policy
Committee's(TPC's) Meeting Minutes-No Action Required
Ms. Lee asked for comments on the January 24, 2024 TPC meeting minutes. Receiving
none,the committee moved on to the next agenda item.
V. Review and Recommend to the Policy Board to Approve the 2023-2026 TIP
Amendment: Install 5 Direct Current Fast Charge Ports Within One Mile of the
Electric Alternative Fuel Corridors(IH 44-CSJ 5000-00-203)
Ms. Lee directed the committee's attention to the enclosed TIP Amendment. Mr. Barnett
informed the committee this amendment programs $413,796 towards building an
Electric Vehicle charging station at 1526 Old Iowa Park Road in Wichita Falls.Mr.Barnett
stated this project will install 5 Direct Current Fast Charge Ports within one mile of the
Electric Alternative Fuel Corridors (IH 44). He stated no line of construction has been
released yet. Mr. Barnett asked for any questions regarding the TIP amendment.
Receiving none,Ms.Lee asked for a motion to forward the amendment to the Policy Board
for review and approval. Ms. Gagne made the motion to approve. Mr. Barnes seconded
the motion,which passed unanimously.
VI. Review and Recommend to the Policy Board to Approve the 2025-2028
Transportation Improvement Program(TIP)
Ms. Lee directed the committee's attention to the TIP insert located inside the meeting
packet. Ms. Lee informed the committee this is the new 2025-2028 TIP, and once
approved by the Policy Board, will supersede the current 2023-2026 TIP. Ms. Lee
discussed updates to the new TIP.She stated MPO staff conducted a one-hour,come-and-
go public meeting on March 28th from 5:00 PM to 6:00 PM at the Downtown travel center.
Ms.Lee asked for a motion to forward the 2025-2028 TIP to the Policy Board for review
and approval. Mr. Brown made the motion to approve. Mr. Barnes seconded the motion,
which passed unanimously.
VII. 2025-2050 Metropolitan Transportation Plan (MTP) Update: Progress Report.
Mr. Barnett informed the committee of the current progress regarding the 2025-2050
MTP update.He stated MPO staff meets monthly with Alliance Transportation Group for
progress reports. Mr. Barnett stated ATG has the Travel Demand Model and tested it for
the new MTP.He stated the safety analysis is almost complete.The team discussed project
stakeholders and affordable housing stakeholders. Mr. Barnett asked for any comments
or questions regarding the MTP progress report. Receiving none, the committee moved
on to the next agenda item.
VIII. U.S.82 Corridor Study Workgroup: Progress Report
Mr. Barnett discussed TxDOT's ongoing U.S. 82 Corridor Study. He stated the WFMPO
Executive Director was invited by TxDOT to participate in four rounds of online
discussion, comment, and project ranking participation. Mr. Barnett stated other
participants from our region included the Wichita County Judge,The Wichita Falls District
Engineer, and other interested stakeholders. He stated the fifth and final round,
scheduled for this summer, will wrap up the study and present a summary report. Mr.
Barnett stated there were four projects located inside the MPO area along the U.S. 82
Corridor.Mr.Barnett asked for any comments or questions regarding the U.S.82 Corridor
Study progress report.Receiving none,the committee moved on to the next agenda item.

IX. Other Business:
a. Discussion&Overview of Progress on Local Transportation Projects-City and
TxDOT staff(Quarterly Review)
City:Ms.Robinson stated there were no updates to the Hike and Bike Trail from west
of Camp Fire girl's property. She reported on a Kemp Rehabilitation project that will
begin this summer and a rehabilitation project from Callfied to Quail street.
TxDOT: Mr. Bates reported on the current construction projects: BU 287J widen
roadway,three pavement repair projects located at FM 2380 from FM 369 to SH 79,
SL 79 from Professional Drive to FM 1954, and SL 473 from BU 287J to US 82, a
district-wide seal coat from US 82 at Windthorst Road to Fisher Road,and two bridge
and approach rail projects located at US 82 EB/WB to Kemp and Taft, and BU 277A
to BNSF RR.
b. MPO Quarterly Financial Report(1st Quarter-October,November,December)
Ms. Lee reported on the 1st quarter expenses for the MPO. She stated that the MPO
had spent 18%of its total allocation for FY 2024.Ms. Lee asked for any comments or
questions on the first quarter financial report.She received none.
