Res 057-2024 Proposed 2024-2028 5 Year Public Housing Agency (PHA) Plan 06/04/2024 Resolution No. 57-2024 Resolution approving the 2024-2028 Five Year Public Housing Agency (PHA) Action Plan and the First Year Annual Action Plan WHEREAS, the City Council has conducted the required Public Hearing for this action; and, WHEREAS, the Housing Division must annually submit for City Council approval, the Division's Five Year Action Plan and Annual Action Plan; and, WHEREAS, as a result of this year's review of both plans, city staff is recommending modifications be made due to Housing Opportunity Through Modernization Act (HOTMA); and, WHEREAS, the City Manager is authorized to execute all documents related to the plans. Significant Amendment/Modification. HOTMA creates the following significant modifications for the Housing Division:Adjustment to consent form requirements;Adjustments to Income Verification requirements such as EIV,Written Third Party Verification and Tenant Declaration.The following discretionary decisions(as required by HOTMA PIH Notice 2023-27)have been made:The Housing Department will continue to use HUD's EIV system to verify tenant employment&income verification at interim reexaminations;Family members who turn 18 years of age between reexaminations must submit the required HUD consent form within 30 days of the date they timed 18;The Housing Department will continue to require all participants to notify the housing department of changes in income or family composition within 30 days of the date of the change.Under HOTMA,families will now have the option to revoke consent.As HUD consent form 9886 is required for admission and continued assistance,families who revoke consent will be terminated or denied of admission to the program. • The system of site-based waiting lists provides for full disclosure to each applicant in the selection of the development in which to reside,including basic information about available sites;and an estimate of the period of time the applicant would likely have to wait to be admitted to units of different sizes and types at each site;
