Alan Donaldson called the meeting to order at 1:30 p.m.

The minutes from March 23, 2024 were put before the Board for approval.
Dawn Ferrell made the motion to approve the minutes and Dorcas Chasteen
second the motion.

Recreation Report April 2024
50 Plus Zone average daily attendance is at 242 for the month.
50 Plus Zone Annual Gospel Music held 4/18 with over 100 people in attendance.
50 Plus Zone Safe Driving Class held 4/17 with a full house.
Recreation Class enrollment for April is at 81 students.
First Concert of the Spring Series is 4/30 at 7:30 in Bud Daniels Park featuring
"Armadillo Flats"
After School Fishing Program begins 4/30 at South Weeks Pond in cooperation
with the Texas Parks & Wildlife Department.
Summer Day Camp and Swim Lesson registrations begin May 1"
Spring Softball and Coed Volleyball leagues at halfway point of their seasons with
56 softball teams and 12 Volleyball. These games are played Tu, Wed., and Th. at
the Sports Complex . Volleyball is played on Mon. nights at the Scotland
Elementary School Gym and our indoor Pickleball program is Mon. and Wed. at
the Jefferson Elementary School Gym
This weekend the Sports Complex will host its eighth tournament of the year with
economic impact numbers of over 1.2 million to date. There are 20 tournaments
currently on the calendar for now through October. New bleachers are currently
being installed at the complex and new above ground fencing for the turf has just
arrived.
Lucy Park Pool preparations are under way for the summer season. The pool is
scheduled to open May 25t".
Recreation Crews have delivered and setup the mobile stage at the annual Health
Department Health Fair and Cajun Fest this month.

Falls Town Courts will be hosting their one year Anniversary Celebration this
weekend at both centers with Tennis and Pickleball tournaments for all ages and
Saturday evening dinner, fun and games. The Falls Town Courts group has
created a strong program that continues to grow and that is paying off for
themselves and the city.
Hamilton Tennis Center hosted a UIL Regional Tournament last week and the first
USTA Junior tournament in over four years last weekend.

McDonald's donated 5 Red Oak trees to rotary Park for Earth Day.
Mowing and trimming is in high gear.
Working on sidewalk design and playground design for Lions
Bid opening for Futsal Courts are today at 1:30
We have conducted 11 funerals this month.
We have transplanted over 125 trees around town from our nursery with our new tree spade.
One of our new mowers at work.

Joint Steering Committee & Parks Board Meeting(January 23, 2024)
What are the biggest challenges Wichita Falls faces related to park and indoor recreation today?
• Funding—there has been a lot of funding raised/put towards the Circle Trail and the City needs
to shift focus to parks
• Leverage benevolent groups in the city that have been supporters of parks and recreation
• ADA accessibility and updated signage
• Lack of facilities in the southwest part of the city—there aren't any parks in this area currently
• Dated recreation facilities
• Residents are fearful change will make the city too big, but they also want it to be a place that
their kids and grandkids want to be
o Need to get citizens involved in the process to have support
o Educate citizens on the long-term benefits of this plan and its outcomes
• Limited outdoor facilities
o Dated facilities
a There aren't city facilities outside of 50+ zone and YMCA
o Don't have offerings like larger communities do
o Need a gathering space
o Need to think about multi-generational facilities
• Where is funding coming from, how quickly can it be obtained, where will it go once secured?
• Need a plan to put in place over the next 5 years with specific implementable strategies with
associated timeline
• A lot of personnel at Sheppard live within the community and have additional/changing needs
to be considered
• Use to have tennis tournaments that brought in people for multi-night stays
• Communication—let people know what's available especially at Sheppard

• Restrooms that are accessible and vandal-proof; current facilities are not as safe as people

looking for
• All Hands Cultural Community Center— provides basketball youth camp and various recreation
activities, collaborative use of their community garden, pavilion, and greenhouse with the City
• Arts & Cultural Alliance— beautify public spaces through art
• Chamber of Commerce—developed a guide that has a map of parks, trails, and amenities and
programs that they provide to new residents (updated about every 2 years)
• Castaway Cove—Youth summer camps that the city puts on
What issues do you observe in parks and recreation in Wichita Falls today?
• There needs to be more done to show what parks offer
• Need info about what age group amenities are built for
• Amenities could include more unique elements to reflect the neighborhoods they are in or city
history
• 911 emergency phones/markers on trails for safety especially in desolate areas without reliable
cell service
• Wooden bleachers in parks could be updated to more durable material
• More amenities and manpower—getting people outside using parks requires more resources
• Trail underpasses under major roadways feel unsafe

• The Falls are an attraction but there is nothing to do near it which limits appeal

Is the existing Lucy Pool currently meeting your needs for publicly accessible aquatics?
• Not meeting needs
o The YMCA (future pool) and the B&G Club used for swim team
o Need a public pool that is modern, accessible, affordable to fulfill recreation needs,
water safety courses, be a family amenity
o Lucy Pool is in the flood zone, 50 years old, and will need to be replaced
o City wants to provide this amenity to residents with modern amenities (potentially
another splash pad)
o Use splash pads as a way to activate underutilized parks
o Pool construction, staffing, training, and maintenance is expensive

• Shade is biggest need in parks; equipment gets too hot to touch
• Sound gardens
• Expand trails to other neighborhoods; residential connections that prevent trail users from
having to cross busy streets
• Add toys for all age groups as standard fixtures
• Need more lighting, police patrol for safety
• "Art in the Park"—can work with Arts Alliance
• Learning Trails in parks

• Need a community parks and recreation space for table tennis league (the YMCA does not
support table tennis)
• Add restroom at Lake Wichita Boat Ramp for children on the water so they have quick access
and can spend more time on the water
• Acquire dredging equipment and re-dredge Lake Wichita falls to 10-30 feet deep
• Current dog park is run down; did not have water during the summertime
o Need better enforcement of separation of spaces for different sized dogs
• Would like to see something similar to the Gathering Place in Tulsa, OK
• Parks are spread far and thin— many parents in town drive to larger parks because there are
more kids for their kids to play with
• Could highlight 1 park a month/quarter with history (how it was named etc.) and information
about the park
• Lynwood East Park needs:
o Shade for the basketball court
o Cutout for parking on Red Fox
o Large, covered pavilion
o Shade over tennis court
• Would like to organize a community garden at Hursh Park
• A few frisbee golf holes at Edgemere park

• Connectivity of circle trail to neighborhoods needed
