1. Call to Order
Mayor Santellana called the meeting to order at 3:00 p.m.
2. Approval of Minutes (10/28/2019)
Darrell Coleman moved to approve the minutes from October 28, 2019. The motion
was seconded by Kinley Hegglund and it carried unanimously.
3. Workshop
Ms. Williams reviewed the Financial Provisions, and Mr. Hegglund presented
changes proposed by Jeanmarie Baer. The following changes were proposed:
Sec. 65 and throughout the charter — Add chief financial officer to the Director of
Finance title.
Sec. 67 — Remove "next" in the first sentence, and change the last sentence to
read "Copies will be furnished in accordance with State law."
Sec. 71 — Remove "at any time" and "from time to time" from the first sentence.
Sec. 72 — This section was separated into two sentences.
Sec. 74 — Ms. Williams will rewrite this section.

Sec. 75 —Add "notes" after bonds in the first sentence.
Sec. 83 — Mr. Hegglund will clean up this section.
Sec. 98 — Remove "in no wise" and replace with "not."
Sec. 102 — Remove "city assessor and collector" from the first sentence and
replace with "city finance department pursuant to State law,". Mr. Hegglund will
rewrite the last paragraph.
Sec. 107 — Remove "such" from the second sentence.
Words such as hereinbefore, heretofore, herein, thereon, etc. were removed
throughout the charter.
Discussion was held concerning how the ballot will be formatted and that citizens
will vote by subject. The committee will meet again in February and a final public
meeting will be held in March to allow citizen comments on the proposed changes.

Mayor Santellana adjourned the meeting at 3:55 p.m.
