Lake Wichita Revitalization Committee Minutes - 04/09/2024 MINUTES LAKE WICHITA REVITALIZATION COMMITTEE April 9, 2024 PRESENT: Steve Garner, Vice Chair •Members David Coleman, Secretary John Pezzano Matt Marrs Jack Roe Adam Arruda Blake Jurecek, Asst City Manager ■Staff Terry Points, Parks Administrator ■Guests ABSENT: Austin Cobb, Mike Battaglino David Bender, Sharon Roach, Josh Whittiker, , Alicia Castillo 1. Call to Order: Steve called the meeting to order at 11:30 2. Approval of Minutes: March meeting minutes were approved unanimously. 3. Project Updates: 3.a. Veteran's Plaza Project: David C stated that Austin Stone & Monument will do the brick engraving late this week. David will check with Marrs Patriot Construction for the schedule of the Thomas Fowler monument, the granite slab was due to arrive right about now. 3.b. Lake Deepening: Steve shared an email from Dr Tony Clyde, US Army Corps of Engineers, stating that our lake dredging project is set for FY-25, which begins in October 2024. At that time, the USACE will begin the process for the Determination of Federal Interest and then negotiate a Feasibility Cost Share Agreement. Steve will contact the land owner for the dredge spoils and let them know the time frame. Blake stated that the City cost share for the eventual dredging project will most likely need to come from 4B funds. David reminded the group that we will need to take action soon to get an extension on our 404 Permit. Steve stated he is still working on possible use of the lake bottom materials on the west end of the lake for fill materials on the Wachsman property, 300 acres along Sisk Road. We need to get soil samples for testing, and the Committee previously approved up to $5,000 for this purpose. April 9, 2024 3.c. Parks Master Plan: Blake stated the first public input meeting was held two weeks ago and was very well attended. The next step will be surveys, both in the mail and on-line, to get more public input. Final report is expected this Fall. 4. Discussion of Brick Sales and Fundraising Initiatives: David stated we now have 29 bricks to be engraved, two of which must be complementary since they were apparently lost in the original order many years ago. The Committee unanimously approved the expense of$2,485 which included the Comps. David stated the Wells Fargo checking account balance is $82,128 with two pending obligations: $2,485 for Brick Engraving and up to $500 for a concrete apron for the Fowler monument. Steve reminded the group that approximately $54,000 of this balance is strictly for use at the Veterans Memorial Plaza, most likely for a large entryway, but that will be coordinated with the Parks Master Plan update. 5.
