Traffic Safety Commission Minutes - 11/04/1998J MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF NOVEMBER 4, 1998 MEMBERS PRESENT: Lt. Gerald Todd Clyde Williford Jody Wade Brad Altman Dave Westen Elaine Bourgoin Joe Clement Don Vann EX- OFFICIO MEMBERS PRESENT: Lt. Col. Bill Doyle MEMBERS ABSENT: Ronnie Awtry - excused Robert Parker Penny Henderson EX- OFFICIO MEMBERS ABSENT: Councilor Don Johnston VISITORS The November meeting of the Wichita Falls Traffic Safety Commission was called to order by Co- Chairman Joe Clement at 1:30 P.M.. The invocation was given by Lt. Col. Bill Doyle. Trooper Clement introduced and welcomed Mr. Brad Altman as the new commission member representing District 3. The financial report and minutes for October were accepted and approved as written. The accident statistic reports were circulated Page 1 CITY CLEFI,K'S OFFICE Date " gv City Traffic Report Lt. Gerald Todd reported that the traffic patrol is getting back to normal. The department has been conducting training for motorcycle officers and they are now on job. Lt. Todd also reported that the department is now using laser radar equipment and instructing more officers on using the new radars. All State Insurance has purchased breathalyzers for the department as well as special glasses to be used for training. The glasses give the appearance of the effects of alcohol for training purposes. State Traffic Report Mr. Clyde Williford reported that the overhead project goes out to bid later this month. Work should begin 30 days after the bid process. The project is scheduled for completion within 3 years. Unfinished Business Item 98 -04: Sheppard Access /325 Access Rd. Item to remain open. Item 98 -05: Nomination Committee Elaine Bourgoin reported that the committee nominates Mr. Dave Westen for the position of Chairman and Mr. Ronnie Awtry as Co- Chairman. Item closed. New Business: Item 98 -06: Election of Officers Motion was made and approved to accept the nominations. Mr. Dave Westen was elected as Chairman and Mr. Ronnie Awtry was elected to serve as Co- Chairman. They will take office effective with the January 1999 meeting. Item closed. Item 98 -07: Fall Safety Patrol Skate Party Trooper Joe Clement advised the dates for the skate party will be Tuesday, December 1" and Thursday, December 3`1 from 4:30 to 6:30 each evening at Sand Beach. Coca Cola is donating the drinks. Wichita Falls Police Department will provide traffic control. Sheppard Air Force volunteers will assist with supervision. Commission members were encouraged to attend to assist with the activity. Page 2 Items of Discussion Mr. Clyde Williford reported that due to the changes in school hours, some of the school zone signs have the wrong hours for reduced speed limits. Elaine Bourgoin will report the situation to the appropriate department for correction. Lt. Col. Doyle reported that some of the lane direction signs at the front gate approach to the base are obscured by tree limbs in the median. Elaine Bourgoin will report the situation to the appropriate department for correction. Jody Wade reported that the apartment complex on Brook south of the General Store has no parking zones marked. However, parking in those spaces has been causing traffic problems. Lt. Todd advised he will have officers work the area to try to alleviate the problem. Brad Altman questioned why the stop signs are still up at the intersection of 10th and Bluff. Elaine Bourgoin advised that the question had been asked previously and the answer given was that the temporary control devices were also going to be used when the overhead project begins. The city felt it would be more confusing for motorists if the signs were removed for a few months and then put back up. It will probably be easier for people to get used to the signs now rather than creating more confusion when the construction begins. Dave Westen advised that the traffic flow improved on Enterprise and Sheppard Access for a while. Sheppard has now rotated personnel and the traffic is getting back to the troubled situation. Lt. Todd advised he will have the officers work that area again to try to correct the problem. There being no further business before the Commission, the meeting was adjourned at 2:20 P.M..
