Call to Order The meeting was called to order by Ms. Peggy Scott at 12:15 p.m. II. Approval of Minutes A motion was made by Dr. Gunnell and seconded by Dr. Brooking that the minutes of the October 23rd meeting be approved with the changes noted. The motion carried and the minutes were approved unanimously. III. Next Meeting Date It was noted that the next meeting date will be February 26'h, 1999 as regularly scheduled. Administrative Report/Strategic Planning Mr. Reuben Warren, Jr., Assistant Director of Health discussed the proposed revision of the City Industrial Wastewater Pretreatment Program Ordinance. The Environmental Protection Agency (EPA), which oversees the program in Texas, recommends review of local pretreatment ordinances every five years. During a recent review process by the Laboratory/Water Pollution Division of the Health District, several changes in the current ordinance were recommended. Those recommendations will be submitted to both the City Council and the EPA at a later date for consideration. Mr. Warren suggested that the Industrial Wastewater Pretreatment Program might be an interesting topic for the next Board of Health Meeting in February 1999. Dr. Dimitri concurred with that idea. It was decided to ask Mr. Paul Gwynn, MT, Coordinator of the Laboratory/Water Pollution Division to present the program at the next meeting. Mr. Warren also mentioned that at some future time, it may be incumbent upon the City to look at a grease trap ordinance to supplement the Industrial Wastewater Pretreatment Program. There was a general discussion by the board members of the potential impact of such an ordinance on local businesses. Ms. Clements reported on public health resolutions that were presented to the Texas Municipal League (TML) Legislative Committee at the annual TML meeting in San Antonio, October 28, 1998. Public health's TML affiliate, the Texas Association of Municipal Health Officers (TAMHO), recommended four resolutions to the committee and all four were approved by the Committee. The resolutions were in support of funding for local public health services, rabies control activities and strengthening the educational requirements for Registered Sanitarians. The resolution supporting funding for local public health infrastructure passed unanimously. Dr. Brooking spoke in support of the rabies control measures that would allow certain individuals, other than licensed veterinarians, to administer rabies vaccine. He further commented on the problems associated with the current coupon method used to track rabies vaccination and the poor degree of compliance with follow through to obtain vaccination. Ms. Clements commented on the recent suspension of the permit for a local tattoo studio. The documentation presented at the hearing held November 2, 1998, supported the citation for placing a tattoo on an individual under the age of 18 years. Inquires were made in regard to the regulation of body piercing. Dr. Dimitri suggested that this might be added to the current ordinance. Mr. Altman recommended one might want to exempt ear piercing. Other comments were heard regarding body piercing and Ms. Clements stated that the health District will review the ordinance for possible revision. V. Other Business In other business, Judge Gipson was presented a plaque for his years of dedicated service to public health and his loyalty to the Public Health Board. In closing remarks, Judge Gipson expressed his appreciation to the Board and the Health District staff for their commitment to public health. Page 2 of 3 Pages Agenda Item No. Page 3 VI.
