I. CALL TO ORDER
The meeting was called to order by Chairperson Purtle at 8:30 a.m.
II. DESIGN REVIEW: EXTERIOR PAINT COLOR FOR KEMP KELL DEPOT
Mr. Seese thanked the Commission for attending on such short notice for this emergency
meeting. He stated that the Kemp /Kell Depot project will be on hold till color decisions are
approved.
Mr. Bundy gave a brief history of the project, which is a joint effort between the Wichita County
Heritage Society, the City, and the Texas Department of Transportation. Marco Services of
Houston is the contractor for the project. All items except the elevator should be completed

within three weeks. All painted items are currently being primed. Items to be painted include
the windows, the new canopy over the north and east sides of the building, and the new
cornice. The original color of the windows were still evident on the brick of the building. No
evidence exists as to the color of the cornice and canopy. A historic book with paint color
samples was used to pick out colors for the cornice and canopy. The color "pony tail" will be
used for the windows, "burled redwood" for the canopy, and "copper beach" for the cornice. Mr.
Bundy stated that he has been in constant contact with the Texas Historical Commission
throughout this project. Mr. Clark inquired as to the future use of the building after project
completion. Ms. Woessner stated that the depot will be staffed as a visitor center for a
minimum of 20 hours a week. Mr. James made a motion to approve the colors for the project.
Ms. Blackwood seconded the motion, which passed unanimously.

Mr. Luedke asked the Commission if they would be in favor of moving the next meeting back
one week from November 5th to November 12th to give Ms. Purtle additional time to submit a
design review request for the Kemp Library and to give staff more time to work on surveys. All
Commission members agreed to move the next meeting to November 121h
Mr. Clark announced that beginning on Wednesday, November 4, 1998, a series of three
workshops will be held to update planning goals for Downtown Wichita Falls. All Commission
members are invited to attend these workshops, which will be held in Room 5 of MPEC from 4
to 6 p.m. The other two dates are Thursday, November 19th and Thursday, December 10th
The Landmark Commission was adjourned at 8:55 a.m.
