CALL TO ORDER The meeting was called to order by Chairperson Purtle at 3:40 p.m. II. APPROVAL OF THE JUNE 25, 1998 MINUTES Mr. Newsom made a motion to approve the minutes as submitted. Ms. Blackwood seconded the motion which passed unanimously. III. DISCUSSION OF POSSIBILITIES FOR HISTORIC DISTRICT EXPANSION Mr. Luedke presented a survey form to the commission that would be sent to 37 downtown property owners asking them if they would be supportive of an effort to enlarge the current Depot Square Historic District to include properties within the Enhancement District. The boundaries of the Enhancement District include 5th Street on the north, 10th Street on the south, the railroad tracks on the east, and the ally between Scott Avenue and Indiana Avenue on the west. Mr. Luedke stated that results of the survey would be ` available at the next meeting. Mr. Luedke then presented photographs of 25 buildings that appeared on a list compiled by the Commission. The buildings on this list are ones the Commission feel should be considered for Landmark designation. The list is as follows: 1. Federal Building (Post Office) - 1000 Lamar 2. Hamilton Building - Eighth and Lamar 3. Wichita Theater 4. Elks Home (Bundy, Young, Sims and Potter Architects) - 1005 Ninth St. 5. YMCA 6. Giddings Street Fire Station (WF Fire and Police Museum) - 1715 Giddings 7. Zundelowitz House - 1104 Austin 8. Masket Temple - 1100 Lamar 9. Route Building (listed in National Register) 10. Weeks Mansion (listed in National Register) 11. Scott Avenue Bridge 12. Wichita Falls High School (c.1923) - 2149 Avenue H 13. Alamo School (c. 1910) - 1906 Eleventh 14. Crockett School (c. 1925) - 3015 Avenue 1 15. Ben Franklin School - 2112 Speedway Avenue 16. Austin School (c, 1913) - 1309 Thirteenth 17. Carrigan School (c. 1922) - 1609 Blonde 18. YWCA The Commission agreed to add the William and Mary Apartments at 10th and Travis and the log cabin at Brook and Huff to the list of potential Landmark nominations. After much discussion, Mr. James made a motion to instruct staff to draft a letter to each of the 27 property owners of the buildings on the list asking them if they would support a nomination of their buildings as Landmarks. This draft would be reviewed by the Commission at the next meeting. Ms. Blackwood seconded the motion, which was approved unanimously. IV. OTHER BUSINESS Mr. James stated that he has seen a slide presentation given by Mr. Charles Harper, a local architect, that describes architectural details on many buildings throughout the city. Several Commission members expressed an interest in viewing the presentation as part of a regular Landmark Commission meeting. Mr. James agreed to contact Mr. Harper and invite him to the next meeting. Landmark Commission 7 -16 -98 Page 2 of 3 Ms. Purtle stated that her hometown newspaper featured a photograph of an architectural detail from a local building each Friday. The newspaper would encourage citizens to guess the name of the building. The next week, the paper would disclose the identity of the building and give a brief history of the building. This helped educate the community on the city's historic resources. Ms. Koch wondered if the Times Record News would be interested in such an endeavor. Mr. Luedke reported that the fate of the Holt Hotel will be decided on Friday, July 24, 1998 by the Texas Department of Housing and Community Affairs when awards for Low Income Housing Tax Credits are announced. Ms. Purtle stated that she spoke with representatives from the Texas Historical Commission and found out that plans for the Kemp Library will not have to be reviewed by the state since the building is not a state designated historical structure. Ms. Koch stated that she had found an article regarding Memorial Auditorium in the January 1927 edition of American City Magazine. She said she would make a copy available to the Commission at the next meeting. Finally, the Commission agreed to set the next meeting for Thursday, August 27, 1998. Ms. Purtle asked the Commission to be thinking of some new members that might be willing to serve on the Landmark Commission. VI.
