MINUTES:
I. Call to Order
The meeting was called to order by Mr. Lippard in the absence of Ms. Scott
at 12:20 p.m.
IV. Approval of Minutes
Dr. Brooking made a motion that the minutes of August 27, 1999 be approved
and Ms. Stewart seconded the motion. The motion carried unanimously.
V. Next Meeting Date
Ms. Clements noted that the next regularly scheduled meeting date will fall
on Christmas Eve and asked if the Board members would like to choose another date
for the meeting. It was motioned by Dr. Brooking and seconded by Dr. Strate that the
Board meet on December 17th. The motion carried unanimously.

IV. Consumer Confidence Report - Reuben Warren, Jr., Assistant Director
Mr. Warren presented a program to the Board of Health on the Consumer
Confidence Report (CCR) Rules. Mr. Warren stated that the CCR is an annual drinking
water quality report to customers of public water systems that documents any regulated
or unregulated microbiological or chemical contaminants found in the drinking water.
This new report also must provide specific information about special health risks,
especially for the immunocompromised populations. The Environmental Protection
Agency mandates this report. There was a brief question and answer period following
the presentation.
V. County /Public Nuisance Laws - Reuben Warren, Jr., Assistant Director
Mr. Warren opened discussion of House Bill (HB) 1159 as requested by Wichita
County Judge Woody Gossom and Wichita County Commissioner Dr. Joe Miller.
HB 1159 lifts the population restriction in the Texas Health and Safety Code
Section 343.011. The section is titled public nuisance. According to Dr. Miller, Wichita
County officials are interested in enforcing the revised public nuisance regulations in
the unincorporated areas of the county. Dr. Miller explained the county's position
regarding nuisances. He asked if the Health District had any objections or comments
regarding this law. Dr. Miller stated the county needs to react to public nuisance
complaints, and asked what, if any, assistance the Health District could possibly
provide. Mr. Warren stated that the Environmental Health Division staff has a full
workload and is unable to offer the county additional assistance in this area at this
time. Dr. Miller asked if a representative from the Health District would be able to
attend the next hearing at the county.
VI. Other Business
A. Excused Absences
Ms. Scott and Mr. Nicholson both called and stated that they could not attend the
meeting due to illness. The absences were excused by the Board.
B. Dr. Dimitri questioned whether or not the current Health District Dental
Program could be extended to accommodate adults and an increased number of
children. Wichita County may pay at the Medicaid rate for emergency dental care as
part of indigent health care. Ms. Clements has spoken with Dr. Jackson regarding
increasing his hours. Dr. Terri Cook, DDS has stated she would volunteer and bring
her assistant with her. Dr. Miller asked about dental equipment and Ms. Clements
reported that the Health District has a dental clinic area and equipment available for
use. She added that there is a waiting list of children in need of dental care. Dr. Miller
inquired about Children Health Insurance Program (CHIP) money being used for dental
services and Dr. Dimitri stated that he is not sure at this time.

Dr. Dimitri mentioned the CHIP proposal for Wichita County. Helen Kent Davis is
a person with Texas Medical Association to contact regarding the CHIP program. The
CHIP program is to start in May 2000. The target population should be outreached by
the city and county to locate children not covered by Medicaid. The county can only
take care of 20% of the needed population defined by poverty level. Dr. Dimitri added
that the target population is those that have income less than 200% of poverty level.
Wichita County children qualify for the CHIP funds.
Ms. Clements stated that there are two other grants the Health District is
checking into and one is an essential services grant. In conclusion, Ms. Clements
stated that at present the Health District has three vacant RN positions which will have
an impact on the provision of services at the Health District.
C. Expiring Terms of Board Members
Ms. Clements stated that Board members Peggy Scott, Dewey Nicholson and
Michael Brooking terms will expire on December 31st: Ms. Scott and Mr. Nicholson are
not eligible for reappointment. Dr. Brooking, however, may be able to serve another
term. These vacancies will be posted on cable TV, Channel 11.
VII. Adjourn
It was motioned by Ms. Stewart and seconded by Dr. Strate to adjourn the
meeting. The motion carried unanimously.
