MINUTES:
I. Call to Order
The meeting was called to order by Ms. Peggy Scott at 12:15 p.m.
II. Swearing -in of Appointed Members
The following members were sworn -in by Judge Gossom: Ms. Stewart, City
appointed member and Mr. Lippard, County appointed member.
III. Approval of Minutes
It was motioned by Mr. Lippard that the minutes of the December 4, 1998 meeting
be approved. The motion was seconded by Dr. Brooking. Motion carried and the minutes
were approved unanimously.

IV. Next Meeting Date
The next regularly scheduled meeting date is April 23, 1999.
V. Administrative Report
Ms. Clements gave an overview of the current services the Health District provides
and brief status of some of the programs. One in particular was the School Health
Program. She stated that the Health District has provided services to the Wichita Falls
Independent School District since 1962 and the school district has.decided to provide their
own school nursing program starting this next school year. The desire to change seems
to involve three primary issues:
1. The School District believes there is a lesser degree of civil liability exposure
when health program staff are employees of the School District (as opposed to
contractual employees);
2. The current contractual arrangement is resulting in a loss of Medicaid revenue
for the School District. WFISD needs an employee /employer relationship with
health personnel in order to include them in a time study for Medicaid
reimbursement;
3. The School District desires more direct control over health program employees
in matters related to hiring, staffing, placement, assignments and other
personnel issues.
Ms. Clements added that approximately 22 employees will be effected by this
decision.
An updated report on the Tuberculosis (TB) status of a local high school was given
regarding the testing and treatment of the students involved. The status of an upcoming
agenda item requesting the waiver of an ordinance on swine prohibition in the City limits
was discussed.
A question and answer discussion followed the administrative report.
VI. Review of Industrial Pretreatment Ordinance
Paul Gwynn, Coordinator, Laboratory/Water Pollution, was introduced to the Board
by Ms. Clements. Mr. Gwynn had a visual presentation on the Industrial Pretreatment
Program of the City and stated that the ordinance governing this program is currently
being updated to include revisions recently set forth by the Water Quality Management
Committee. He explained the time table of the ordinance and the significant changes.
Judge Gossom inquired about the status of on -site septic disposal system; and added
that the County may present something regarding on -site water to the Commissioner's
Court. The County is looking at rural trash pick up with billing on electric bill.

VII. Other Business
In other business, Ms. Clements reported that the Health District is reviewing the
City Disaster Plan with regard to response to biological and /or chemical terrorism. The
Centers of Disease Control and Prevention (CDC) in Atlanta has alerted local health
departments to the need for preparation in this area.
Also discussed was the situation that was aired by a local television station
regarding the issuance of condoms to minors. The Health District's policy related to this
matter was discussed with the Board. A question and answer session followed.
Ms. Clements presented Dr. Gunnell with a plaque for his dedication and service to
the Health Board. She also noted his involvement and support of other Health District
activities.
Vlll. Adjourn
A motion was made by Dr. Landers and seconded by Dr. Brooking that the
meeting be adjourned. Motion was carried unanimously.
