I. CALL TO ORDER
The meeting was called to order by Chairman Johnson at 2:00 p.m.

Mr. Berg made a motion to approve the minutes of the February 10, 1999 meeting. Mr. Rhone seconded
the motion. The minutes were approved with a unanimous vote.
IV. CONSENT AGENDA
I. Public Hearing on Preliminary Plats
The Planning & Zoning Commission recommended approval of the following plat(s) subject to the Standard
Conditions of Approval for Preliminary Plats and any specific conditions listed below:

Provide utility and drainage easements as required by utility companies and the Director of Public
Works.
Submit water and sewer plans to the Utilities Engineer; water plans to the Fire Marshall and street,
sidewalk and drainage plans to the Director of Public Works. Drainage plans must be complete enough
to include impact on surrounding property and include detention facilities as required by Director of
Public Works.
Coordinate street lighting plan and provide utility easements as required by the Director of Traffic and
Transportation.
Submit two (2) copies of corrected preliminary plat to Planning Division before final platting.
Note: Approval of a plat does not imply development of property in violation of the Zoning Ordinance.

C. Wal -Mart North Addition (March 1999)
1. There is an existing platted subdivision of this property: "Hilltop Estates." The existing plat must
be vacated or existing streets and easements must be closed. Plat vacation is preferred over
closing of streets and easements by ordinance. Plat vacation must be processed in accordance
with Section 212.013 of the Local Government Code.
2. Correct ninth call in field notes.
3. Measure building limit line from edge of new right -of -way dedication along Airport Drive.

Mr. Rhone made a motion to approve the Consent Agenda. Ms. Purtle seconded the motion. The Consent
Agenda passed with a unanimous vote.
V. REGULAR AGENDA
A. Burlington -Call Field Addition, Lot 1 & 2, Block 12 (March 1999)
1. Dedicate 30 feet additional right -of -way along the west side of Lawrence Road as required by
the Thoroughfare Plan. Measure building limit line from new right -of -way line.
2. Construct travel lanes and median as required by the Thoroughfare Plan or obtain a waiver.
3. Extend a north -south street from Kell to the proposed east -west street. Street shall be 60 feet
wide, constructed to City standards.
4. Provide topographic contours and identify designated wetland areas.
5. Approval of this preliminary plat is conditional upon completing items 1 & 2 under the heading
"Notes: Proposed Maplewood Ave. & Associated Drainage" shown on the plat.
6. The owner must obtain an agreement from the City to dedicate the 60 foot drainage easement
shown to the south of this plat.
7. No construction in the designated floodway shall be undertaken without an approved
engineering study. Such study must be approved by the City and FEMA (Federal Emergency
Management Agency). Construction includes excavation, fill, grading, fences, structures or
placing obstructions including construction materials in the floodway.

9. Locate 15" sewer line and provide 15 foot easement on plat. (PW)
10. If 15" line needs to be relocated, relocation must be done at owner's expense. (PW)

Mr. Seese stated the first two comments should be removed.

Mr. Tom Galbreath, Dunaway Associates, was present representing Wal -Mart Stores. He stated that
comment #3 was a newly added item and there have not been previous discussions regarding the
construction of a north /south, three lane street from Kell Blvd. down to the extension of Maplewood Avenue
with a 60 foot right -of -way. He explained that there are three issues where significant progress has been
made: 1) wetlands; 2) civil grading; and 3) detention. He continued by stating these improvements will cost
around $1.5 million. The north /south street, estimated cost of $225,000, was not included in the Wal -Mart
budget and he feels it should not be an issue for Wal -Mart to consider. Mr. Galbreath asked for item #3 to
be removed as a condition.
Mr. Clark gave a brief history about the Lawrence Road developments. He stated the City is aware of the
wetlands constraints and will waive this condition.
Mr. Berg made a motion to approve this plat with conditions 1, 2, and 3 removed. Mr. Rhone seconded the
motion. The plat was approved with a unanimous vote in favor.
B. Rolling Hills Estates (March 1999)
1. Assure that all lots are a minimum 50 feet wide measured at the building limit line.
2. Assure all streets intersect at right angles.
3. Assure that all cul -de -sacs are 300 feet in length or less.
4. Show 15 foot setback along rear of lots backing up to Barnett, Athletic and Gregg Road.
Sidewalks will be required along those streets also.
5. Provide minor collector street (60 foot right -of -way) to serve subdivision.
6. Submit proposed street names for review. Give all cul -de -sacs the suffix "CT."
7. Show proposed easements. Assure that all lots have sufficient area for a building site after
drainage requirements area met.

Mr. Dennis Probst, Corlett, Probst & Boyd, stated he had concerns regarding item #5, requirement for a
minor collector street. He stated he felt it was not desirable to have a wider street in a residential
neighborhood because it encourages accelerated speeds. Mr. Probst commented that there was adequate
intercirculation in the subdivision with the three arterial streets, Gregg Road, Athletic Road, and Barnett
Road.
Mr. Seese gave a presentation supporting the requirement for a minor collector street. Commission
members Mr. Rhone, Mr. Berg, and Mr. Rooks, did not support the requirement. Mr. Wachsman,
developer of the property, also expressed disapproval of this requirement.
Mr. Rhone made a motion to approve the plat removing the requirement ( #5) for the collector street. Mr.
Berg seconded the motion. The plat was approved with a unanimous vote in favor.

2. Carport

Sixteen surrounding property owners were notified of this request. Four (4) or 25.0% replied in favor and
none (0) were opposed.
Mr. George Gunter, applicant, briefly described the manner in which the carport would be constructed.
Mr. Berg made a motion to approve the carport. Mr. Rhone seconded the motion. The carport passed with
a unanimous vote in favor.

Analysis:
This applicant is seeking a down zoning from General Commercial to Single Family 2. These four lots were
originally plated as one to be developed as a restaurant. The market never warranted building a restaurant,
so the property was subdivided for residential use. Currently, two houses are under construction.
This zoning change conforms to the Land Use Plan
Recommendation:
Staff recommends approval of this rezoning.
Fourteen surrounding property owners were notified of this request. Seven (50.0 %) replied in favor and
none (0) were opposed.
Mr. Berg made a motion to recommend approval of this rezoning request to City Council. Ms. Purtle
seconded the motion.
Mr. Rhone abstained from the discussion and voting on this matter.
The Commission voted in favor of the motion with a vote of eight (8) to zero (0).
VI. OTHER BUSINESS
1. Parking Ordinance
Mr. Seese updated the Commission on the Parking Ordinance. He met with Mr. Jackie Lebow, president of
the Construction Specification Institute, and will reply to their concerns regarding the proposed ordinance.
