Call to Order The meeting was called to order by Mr. Lippard at 12:15 p.m. II. Election of Officer - Vice - Chairperson The Vice - Chairperson position became vacant when Dr. Landers moved. The nominations were opened and Dr. Strate was elected by acclamation to be the new Vice - Chairperson. III. Approval of Minutes It was noted that there was a discrepancy in the motion made to adjourn the meeting of June 23`d. This correction was made and it was motioned by Dr. Brooking and seconded by Mr. Stockton that the minutes of June 23' be approved. Motion carried unanimously after correction. Page 1 of 3 Pages Agenda Item No. Page 2 IV. Next Meeting Date It was noted that the next meeting date would be as regularly scheduled and would be October 27, 2000. V. A. Community Health Status Report Ms. Clements distributed copies of the Community Health Status Report for Wichita County. She explained that the Report compared our rates for certain conditions to those of other similar counties, and to the state and national rates. Dr. Porter asked if SAFB was included in the Wichita County report. It was explained that the births and deaths for SAFB personnel and family members are included in Wichita County, if they designate Wichita County as county of residence. Births and deaths which occur in Texas to residents of other states are excluded. Events which occur to Wichita County residents regardless of the place of occurrence, are included. Dr. Porter asked for an explanation of unintentional injuries. It was explained that unintentional injuries include those from motor vehicle crashes, falls, fire, poisoning and drowning. While intentional injuries include homicide, suicide, abuse, rape and assault. Dr. Dimitri commented on several of the rates and encouraged discussion about the plausible causes for those items that were outside the expected range. Ms. Stewart inquired further about the method for determining county of origin. Ms. Clements explained that the mother's county and city of residence classify birth and fetal deaths. The county and city of residence of the decedent classify deaths. (Dr. Strate arrived at 12:50 p.m. and accepted her appointment as Vice - Chairperson of the Public Health Board.) B. Innovation Grant Update Ms. Clements stated that the Innovative Grant funding would be used to conduct a county -wide Behavioral Risk Factor Surveillance Survey. A contract has been completed with Clearwater Research of Boise, Idaho to complete 1000 twenty- minute telephone surveys. Ms. Clements also reviewed the type questions to be included in the survey. C. Children's Health Insurance Program Enrollment Ms. Clements passed out CHIP applications and explained that 145 Wichita County children have been enrolled in CHIP as of August 21st. Another 100 have made application since the August 21" date. She added that the Health District is now submitting approximately 100 applications per week. There are more than 125 providers enrolled in Wichita County including 110 physicians. Dr. Strate made comments regarding the providers in Wichita County. There was a brief question and answer session following Ms. Clements report. Page 2 of 3 Pages Agenda Item No. Page 3 VI. Other Business There were no absences to be excused. Dr. Rains was given the Oath of Office by Dr. Brooking, the Board Secretary and was welcomed again as a new member to the Public Health Board. Dr. Porter stated that Midwestern State University (MSU) received a grant "Putting Prevention Into Practice." He gave a brief explanation of the grant and added for further information one could contact Betty Bowles at MSU. VII. Adjourn It was motioned by Ms. Stewart and seconded by Dr. Porter that the meeting be adjourned. Motion carried unanimously. Barbara A.
