MINUTES:
I. Call to order
The meeting was called to order by C.J. Lippard, Chairman, at 12:15 p.m.
II. Approval of Minutes
It was moved by Russell Porter, seconded by Diane Stewart, and carried that the
February 23, 2001 Minutes be approved.
III. Next Meeting Date
The next meeting date, regularly scheduled on the fourth Friday of every other
month, will be June 22, 2001.

IV. Report on Local HIV Issues — DeWayne Robertson, HIV Program Manager
Mr. Robertson addressed the Board on HIV /AIDS issues and the services available
through his department. He also provided copies of HIV /AIDS demographics to Board
members. Following the presentation Mr. Robertson, Dr. Dimitri and Dr. Strate
participated in answering specific questions.
B.J. Clements, Director of Health, and DeWayne Robertson advised the Board of the
TDH decision to restructure how services will be delivered, especially HIV /AIDS
services. This restructuring causes numerous administrative difficulties, if not
impossibilities, and adds another layer to the bureaucracy. Also, if financial payments
are further slowed, this will affect the medical subcontractors, potentially jeopardizing
the care of patients.
After discussion of possible actions, it was moved by Dr. Porter that he write a letter to
the appropriate individual addressing the Board's concern, with oversight by the
Director of Health. Board members who want to review the letter before it is sent could
do so by requesting an e-mail through the Director's office. The motion was seconded
by Judge Gossom, who also asked that a copy of the letter be sent to State
Representatives David Farabee and Rick Hardcastle, and State Senator Tom
Haywood. Motion carried unanimously.
V. Local STD Issues — B.J. Clements, Director of Health
Mrs. Clements provided an update on the syphilis situation which has been in the news.
Extensive investigation has been conducted, with assistance from CDC and TDH
representatives. So far 16 people have been tested, and 10 were treated. Dr. Dimitri
commended Marge Fougeron and Ed Matelski for their excellent work in this matter.
VI. Other Business
A. Swearing In
C. J. Lippard and Susan Strate were sworn in for another term as Board members by
Judge Gossom.
B. Excused Absences
Mrs. Clements advised that Dr. Brooking could not attend because his partners would
be out of the office and the animals under care could not be left unattended. It was
moved by Diane Stewart, seconded by Judge Gossom, and carried that the absence be
excused.
