Call to order Woody Gossom, Judge Bill Altman, Councilor The meeting was called to order by C.J. Lippard, Chairman, at 12:15 p.m. II. Approval of Minutes It was moved by Greg Stockton, seconded by Diane Stewart, and carried that the August 24, 2001 Minutes be approved. III. Next Meeting Date The next meeting date, regularly scheduled on the fourth Friday of every other month, was moved to December 21, 2001 due to Christmas holidays. IV. Tea Testing — Roy Ressel, Environmental Health Coordinator Roy Ressel gave a report on the results of the Food Control Division's tea - sampling program. Of the first 300 samples taken from various restaurants, there was a failure rate of 51 %. After the staff provided some education and suggestions to the restaurant owners. the failure rate dropped considerably. Food Handler's Card Requirements Discussion — Roy Ressel, Environmental Health Coordinator This business item was placed on the Agenda at the request of Judge Gossom during the previous meeting. Roy Ressel stated that local regulations require food handler's training and education for employees of establishments that prepare and /or sell food. Damaged containers can be a health hazard and should not be sold to the public. Food Handler cards should be required of each employee as evidence of training in the handling of canned and pre packaged foods. Judge Gossom made a motion to change the food handler's training requirements for the employees of all local Dollar Stores. The motion died for lack of a second VI. Bioterrorism Report — Reuben Warren, Health Administration Reuben Warren gave a report on the Health District's community involvement in the recent bioterrorism events. 'Worksite Mail Preparedness' packets were prepared and distributed to several surrounding city and county governments and local businesses. He also detailed several alerts and responses that had occurred in the city with the outcome for each. A general discussion ensued concerning the effectiveness of Cipro and the risk of microbial drug resistance if not taken properly. VII. Director's Report — B.J. Clements, RNC, Director of Health Mrs. Clements briefed the Board on the following: • A new Health Commissioner was appointed effective November 1, 2001. Ms. Clements provided curriculum vita for Dr. Eduardo Sanchez, an Austin family practice physician who was selected to fill the position created by the resignation of Reyn Archer, MD. • The District will begin giving flu shots November 12th. We now have 1/3 of the total doses requested for this year's campaign. Persons who are high risk will receive the vaccine first by appointment. It is expected that there will be an adequate supply for all that wish to receive the vaccine. Two handouts were distributed from CDC on 'Safety of the Influenza Vaccine' and 'Q and A on Influenza Vaccine and Anthrax.' • Ms. Clements distributed a letter addressed to Dr. Porter from Charles Bell, MD, Acting Commissioner of Health. The letter was a reply to Dr. Porter's earlier request to Texas Department of Health for cooperation in resolving conflicts with the HIV /STD Bureau over program restructuring. In the letter Dr. Bell pledged full support to the Health District in resolving the conflict and moving the program forward. Mr. Lippard commented on the effectiveness of Dr. Porter's letter to bring about the desired response. Other Board members echoed their appreciation to Dr. Porter. Page 2 of 3 VII. Other Business Mrs. Clements reported that Dr. Michael Brooking is ill and has asked to be excused from this meeting. Dr. Brooking's term expires December 31 of this year and he will be ineligible to continue as a board member due to term limits. Mr. Altman expressed appreciation to Greg Stockton for furnishing lunch to the Board. VIII. Adjournment It was moved by Dr. Porter and seconded by Dr. Strate that the meeting be adjourned.
