Call to order Susan Strate, Chair, called the meeting to order at 12:15 p.m. II. Approval of Minutes: Moved by Diane Stewart and seconded by Greg Stockton that the June 25, 2004 minutes be approved. The motion passed. III. Updates Reuben Warren, Director of Health • Animal Control Ordinance: The Mayor has suggested that Health and Legal staff attempt to write compromising language for the At Large issue. So far, we have found no common ground between the two expressed positions. Mr. Warren stated that he will notify the Board members the date it will be presented to the Council. 2004 -2005 Budget: The Health District budget will remain level funded for the upcoming year with one (1) above current request being 8 digital cameras for Environmental Health. Page 1 of 3 f DSHS has awarded the Health District a special grant for surveillance of school age children for obesity and underlying causes. The questionnaires will be distributed to school districts throughout Wichita County. • The Grease Trap Ordinance: will take effect September 1, 2004. It requires grease generators connected to the city sewer system to have a grease trap permit unless excluded by the Health District. Those typically affected by the ordinance are food establishments. • Copies of the final report on the 2004 Strategic Plan are available for distribution to the Board. Discussion of Health Authority and Medical Director Reuben Warren Dr. Moquist, the past Medical Director, has resigned from the Residency Program. A new contract has been written between the Health District and the Residency with all conditions and terms remaining unchanged. Dr. Roy Carr has been appointed as Health Authority and Medical Director with Dr. Arthur Szczerba as Associate. V. Immunization Program Teressa Barrington, R.N. Mr. Warren introduced Teressa Barrington, R.N., and the Immunization Charge Nurse who presented an Immunization Program to the Board. Ms. Barrington gave the following report: In 2003, the Health District saw 11, 567 clients and gave a total of 20, 137 immunizations. Texas has moved from 50th in the nation to 42nd for vaccine coverage levels of children 10 -25 months of age. The Health District operates on a sliding fee scale based on income. This scale is used to determine the administration fee(s) for immunizations, however no one is denied services due to the inability to pay. The Vaccines for Children Program is very important as far as reaching children who have no insurance; are underinsured; Medicaid clients; CHIP clients or American Indian or Alaskan Native. This year through a partnership with Caring for Children Program and Blue Cross Blue Shield, the Health District has been provided a van equipped to give shots at different outreach locations. So far this year there have been three (3) outreach clinics held with very poor attendance. VI. Other Business Mr. Warren that, so far this year, we have had no cases of West Nile Virus reported in Wichita County. Vector Control has been actively spraying to the point that we are out of mosquito control chemical. We have ordered additional supplies. Page 2 of 3 IV.
