The January meeting of the Wichita Falls Traffic Safety Commission was called to
order by Chairman Dave Westen at 1:30 P.M..
The invocation was given by Chairman Westen.
Each member of the commission stated their names and area of representation on
the commission. Chairman Westen thanked each member for their attendance.
The financial report and minutes for November were accepted and approved as
written.

The accident statistic reports were not available due to Lt. Todd's absence.
City Traffic Report
None due to Mr. Parker's absence.
State Traffic Report
Mr. Tim Hertel reported that the overhead project construction should begin in
early February. The project is scheduled for completion within 3 years. Mr. Hertel
reported the status of other state projects:
Signs - numerous signs have been replaced due to the paint peeling.
Kemp St. project - 90% completed.
Hike & Bike Trail -'99 project.
7" St. resurfacing from Brook to Broad -'99 project.
Kell bridge repairs -'99 project.
Unfinished Business
Item 98 -04: Sheppard Access /325 Access Rd.
Problem has been corrected. Item closed.
Item 98 -07: Fall Safety Patrol Skate Party
Chairman Westen reported that the skate party was a success. 267 students
participated. Chairman Westen recognized the agencies and members who participated in
the party:
Coca Cola Bottling for donation of the drinks.
Sgt. Richard Garza - Wichita Falls Police Department
Wichita Falls Police Department for traffic control.
Sheppard Air Force Base volunteers for supervision on the skate floor.

Secretary Elaine Bourgoin reported that letters of appreciation have been
sent to the base volunteers for their assistance. Plaques have been sent to the other
agencies. Item closed.

New Business:
Item 99 -01: Speed Bump Policies
Chairman Westen explained that there had been inquiries from some citizens
regarding any existing policies on the placement of speed bumps within the city. Elaine
Bourgoin had checked with Mr. John Burrus with the city Traffic & Transportation
department to verify any policies or laws involved. Chairman Westen read Mr. Burrus
reply to the inquiry which basically said that there were no state or local laws involved.
The city or state does not install speed bumps as traffic control devices. Private property
owners can install them if they so choose. No regulations govern the usage or specifications
on private property. Item closed.
Items of Discussion
Mr. Clyde Williford had reported during the November meeting that due to the
changes in school hours, some of the school zone signs have the wrong hours for reduced
speed limits. Elaine Bourgoin reported the situation to the appropriate department for
correction. All city signs have now been corrected. The only sign in question is on Loop 11
which is a state sign. This item will be listed on the February agenda as Item 99 -02 for
review and closure.
Lt. Col. Doyle reported during the November meeting that some of the lane
direction signs at the front gate approach to the base are obscured by tree limbs in the
median. Elaine Bourgoin reported the situation to the appropriate department for
correction. Lt. Col. Doyle will verify that the correction has been made.
Jody Wade reported during the November meeting that the apartment complex on
Brook south of the General Store has no parking zones marked. However, parking in those
spaces has been causing traffic problems. Lt. Todd had advised he would have officers
work the area to try to alleviate the problem. Mr. Wade is not sure that the problem has
been corrected. This item will be listed on the February agenda as Item 99 -03 for review
and closure.
Penny Henderson questioned the response from the Judge regarding an earlier
inquiry regarding construction zone violations. Since the overhead project is about to
begin for an extended period of time, the question again needs to be addressed. Elaine
Bourgoin reported that the previous inquiry was answered by Judge Gillen that if the city
prosecutor files the case as a construction zone violation, it would be addressed as such.
The legal department is not currently filing the cases this way. Mrs. Henderson requested
that this item be added to February's agenda as Item 99 -04. It was agreed that
representatives from the legal department, police department, and council liason be invited
to attend the next meeting for discussion.

Chairman Westen suggested that any member wishing to add an item to the agenda
for the next month contact Elaine Bourgoin by the 20th of the month.
There being no further business before the Commission, the meeting was adjourned
at 2:15 P.M..
