The April meeting of the Wichita Falls Traffic Safety Commission was called to
order by Chairman Dave Westen at 1:30 P.M.
Lt. Gerald Todd gave the invocation.
The financial report and minutes for February were accepted and approved as
written.
The accident statistic reports were not available for review.

City Traffic Report
None due to Mr. Bob Parker's absence.
State Traffic Report ,
Mr. Clyde Williford advised the overhead project is going well and traffic is slow
but steady.
Unfinished Business
Item 99 -04: Construction Zone Violations
Elaine Bourgoin reported that the tickets are being filed as construction zone
violations with the fine amounts doubled. Item closed.
New Business:
Item 99 -05: Spring Safety Patrol Activity
The swim party is scheduled for Thursday May 20th from 4 -6:30 p.m. at
Sand Beach. The rain date will be Monday, May 24th. The following assignments were
made for the preparations:
Hot Dogs — Lt. Gerald Todd
Drinks — Joe Clement
Cups — Elaine Bourgoin
Ice — Bob Parker
Invitations — Don Vann
Cooker and attendants — Wichita Falls Police Officer's Assoc.
Buns, ketcup, mustard, and napkins — Don Vann
Item to remain open.
Items of Discussion:
Penny Henderson requested that an item be added to next month's agenda
addressing the street markings at Kell and McNiel.
Dave Westen requested that an item be added to next month's agenda
addressing the parking problem on Enterprise.
Joe Clement reported that he had recently attended a training seminar on the
proper use and enforcement of Child Safety Seats. The training was sponsored by the
American Automobile Assoc. and provided the safety issues involved with the proper use of
child safety seats. Mr. Clement reported that it was very informative and that an exhibit
will be held May Vat the MPEC from 10 a.m. to 2 p.m. at Kidd's Fest. The same training
seminar is being offered on S.A.F.B. in August.

Elaine Bourgoin advised commission members of two bills pending before
Legislature that would be of interest to the commission and community. HB851 would
allow unlimited attendance at driver's safety courses for ticket dismissals. HB1923 would
allow cities to collect an extra $25 fee for traffic offenses occurring in a school zone. After
discussion, commission members agreed to send letters supporting HB1923 and not
supporting HB851. Mrs. Bourgoin will prepare letters for Mr. Westen's signature.
There being no further business before the Commission, the meeting was adjourned
at 2:20 P.M.
