The September meeting of the Wichita Falls Traffic Safety Commission was called
to order by Chairman Dave Westen at 1:30 P.M.
Trooper Joe Clement gave the invocation.
The financial report and minutes for August were accepted and approved as
written.
The accident statistic reports were not available for review.

New Business
Item 99 -10: Jake Braking on Kell
Item to remain open due to Lt. Smith's absence.
Item 99 -11: Fall Safety Patrol Activity
Trooper Joe Clement will check for possible alternative activities for this
year's program.
Item 99 -12: Nomination Committee
Chairman Dave Westen appointed TSgt. Jim Zillweger and Elaine Bourgoin
to serve with him as the nomination committee.
Item 99 -13: Bicycle /Pedestrian Trail
Mr. Jack Murphy, Director of Parks and Recreation presented an update on
the bicycle and pedestrian trail project. The commission had supported a $1 million grant
in 1995 for the project. Due to expenses, the trail ended at Old Lake Rd. The city has now
applied for further grant funding to complete the project. The grant request is for
$800,000 with a city match of $175,000. The proposal has been presented to the Texas
Dept. of Transportation and the city should have a reply by January 2000.
Chairman Dave Westen thanked Mr. Murphy for the presentation and
explained due to proposal deadlines, a letter of support had been sent to Mr. Murphy for
submission with the application.
The commission voted to ratify the action in behalf of the commission.
Items of Discussion
Jody Wade questioned the signs or lack of signs at the intersection of 14`h and
Lamar. When the stop signs were changed, traffic no longer stops on Lamar in either
direction. There is not a sign saying cross traffic does not stop on the 14" side of the
intersection. It causes some confusion. Elaine Bourgoin agreed refer the matter to the
traffic department for review.

There being no further business before the Commission, the meeting was adjourned
at 2:28 P.M.
