The October meeting of the Wichita Falls Traffic Safety Commission was called to
order by Trooper Joe Clement at 1:30 P.M.
Elaine Bourgoin gave the invocation.
The financial report and minutes for September were accepted and approved as
written.
The accident statistic reports were circulated for review.
City and State Traffic Report
None.

Item 99 -06: Kell - McNiel Street Markings
Penny Henderson reported that the markings and signs are now completed.

Item 99 -07: Enterprise Parking

Item 99 -09: Loud Music
Item to remain open to allow Trooper Clement to do further fact finding.
Item 99 -10: Jake Braking on Kell
Sgt. Larry Robinett reported that there are no existing laws addressing this
issue. When the Kell project is complete, the problem should be eliminated. Councilor
Shine will report back to the neighborhood group. Item closed.
Item 99 -11: Fall Safety Patrol Activity
Trooper Joe Clement reported that the fall activity will be held at Funland
on Saturday, October 16`h. There will unlimited rides for the kids. The commission will
serve hotdogs and cokes. This will be the only activity for the school year. Members voted
by mailout ballots to fund the activity and consolidate the two normal parties for this year.
Assignments were made to cover the functions:
Hotdogs - Brad Altman and Jody Wade will pick up the hotdogs donated by
Copeland's Packing
Cokes - Penny Henderson and Elaine Bourgoin will pick up the drinks donated by
Coca Cola Bottling
Condiments - Don Vann will arrange for the mustard, catsup, and buns
Cooker and Cooks - Police Officer's Assoc. will handle
Ice - Bob Parker will arrange for delivery
Cups - trash bags - and pavilion - Elaine Bourgoin will handle
Invitations - Don Vann will send letters out to the schools
All commission members were encouraged to attend to help.

Item 99 -12: Nomination Committee
Elaine Bourgoin offered the nominations for the committee as Ronnie Awtry
as chairperson and Jody Wade as co- chair. Item closed.
New Business
Item 99 -14: Election of Officers
Members accepted and approved the nominations and named Ronnie Awtry
as Chairperson and Jody Wade as Co Chair for year 2000.
Item closed.

Item to remain open due to Mr. Parker's absence.

Items of Discussion
Jody Wade presented brochures to the commission for consideration of electronic
radar signs that are used in other cities to help control traffic. The signs are normally used
in construction zones, school zones, and areas of concern. The signs electronically post the
speed of passing vehicles to alert the driver to their speed and the posted limit in the area.
The signs have been very beneficial in other cities. The commission members agreed to add
the issue to the next agenda to allow for more discussion and appropriate action.
There being no further business before the Commission, the meeting was adjourned
at 2:20 P.M.
