Traffic Safety Commission Minutes - 11/03/19996� -c� -�_ MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF NOVEMBER 3, 1999 MEMBERS PRESENT: Joe Clement Penny Henderson Jody Wade Elaine Bourgoin Lt. Jim Zillweger MEMBERS ABSENT: Don Vann - excused Tim Hertel EX- OFFICIO MEMBERS ABSENT Councilor Dan Shine VISITORS John Burrus - City of Wichita Falls Traffic Dept. The November meeting of the Wichita Falls Traffic Safety Commission was called to order by Chairman Dave Westen at 1:30 P.M. Dave Westen gave the invocation. The financial report and minutes for October were accepted and approved as written. The accident statistic reports were circulated for review. Lt. Fred Smith went over the monthly and quarterly results. Page 1 City Traffic Report Lt. Fred Smith advised the commission that the speed limit at the 2500 block of Kemp has been changed to a 25 mph school zone. The police department has been working that area. Lt. Smith also advised that US Cellular has donated cell phones for all crossing guards for 911 calls in case of emergencies. The phones will be an asset to the guards. State Traffic Report None due to Mr. Hertel's absence. Unfinished Business Item 99 -07: Enterprise - Parking John Burrus advised the commission that the city has replaced the signs and paint on the curbs. Legally, that is all the city can do. Lt. Fred Smith advised that the police department will work that area to try to provide some relief to the problem. Item closed. Item 99 -09: Loud Music Trooper Joe Clement requested the item be closed. There does not seem to be a need to pursue the issue further. The police department will address the cases as needed. Item closed. Item 99 -11: Fall Safety Patrol Party Trooper Joe Clement reported that 296 safety patrol participants attended the party at Funland. The kids had a great time and ate a lot of hotdogs. Commission members that attended the party were Penny Henderson, Brad Altman, Jody Wade, Don Vann, Trooper Joe Clement and Elaine Bourgoin. Volunteers that assisted were Billy Henderson, John Bourgoin, and Scott Longway. Trooper Joe Clement will present the plaques for Coca -Cola Bottling for the drinks and Copeland's for the hot dogs. Penny Henderson will present the plaque to the Police Officer's Association for use of the cooker for the hot dogs. Item closed. Item 99 -15: Agape School Zone Bob Parker advised the commission that the area does not qualify as a school zone per state law. Suggested the commission contact the state to request a "School" sign to indicate there is a school in the area. John Burrus will contact the state department to make the request. Item closed. Page 2 Item 99 -16: SW Parkway /Jacksboro Area Trooper Clement advised the commission that a citizen has suggested speed bumps be put in to slow down the traffic in that area. Bob Parker advised that the bumps are not effective. That area is not an intersection so does not qualify for additional traffic controls. Lt. Fred Smith agreed that the area is not an area with a high number of accidents. The existing signs are legally placed to direct the existing traffic flow. Item closed. Item 99 -17: SAFB North Gate Intersection John Burrus reported that a lot of the problem was due to the construction being done in that area. Now that the work is complete, the traffic signals have been coordinated with the base traffic to better control the flow of traffic. Item closed. New Business Item 99 -18: Electronic Radar Signs Jody Wade suggested that the commission go before City Council to request at least three mobile signs to move to areas within the city. Bob Parker will ask for an agenda item. Members were encouraged to attend the meeting when the item is addressed. The commission voted to proceed with the necessary procedures to request funding from the council. Item to remain open. Item 99 -19: Walnut /Scott Intersection Item to remain open due to Mr. Hertel's absence. Items of Discussion Chairman Westen advised that there will not be a December meeting. The next meeting will be January 5, 2000. Ronnie Awtry will take office as chairman and Jody Wade will serve as co- chairman for the upcoming year. Lt. Smith advised the commission that the motorcycle officers will be back up to 9 officers in November or December. They will be working DWI's the night before Thanksgiving. Everyone is scheduled to work New Year's eve. The radars that were requested in this year's budget were not approved. The department is looking for grant money to try to obtain the needed radars. Chairman Ronnie Awtry presented plaques to Penny Henderson and Dave Westen for their dedication and service to the commission for the past several years. Both members are not eligible for reappointment to the commission at this time. Page 3 There being no further business before the Commission, the meeting was adjourned at 2:45 P.M.
