Arts Commission Minutes - 09/05/1996 MINUTES WICHITA FALLS ARTS COMMISSION MEETING, SEPTEMBER 5, 1996 In Attendance: Heather Tedford, Arts Commission Chairman Nedra Palmer, Wichita County Heritage Society Jeanne Kay Rigg, At-Large Member Lynn Hoggard, At-Large Member Don Burkman, Arts Commission Administrator Carolyn Sanders, W.F. Art Association Cynthia Brock, At-Large Member John W. Vitek, At-Large Member The meeting of the Wichita Falls Arts Commission was called to order at 11:50 A.M. by Heather Tedford, Chairman. The meeting was held in one of the vintage railroad cars at the Wichita Falls Railroad Museum. Chairman Tedford thanked the Commission Members for coming and acknowledged their approval of her decision to hold meetings, when possible, at grant recipient sites. The minutes of the last meeting, October 19, 1995 were read by Don Burkman, Arts Commission Administrator. No motion was made to correct the minutes and so the minutes remained as read. The Chairman recognized newly appointed members, Lynn Hoggard, John Vitek, and Samuel A. Graham, At-Large Members, Nedra Palmer, Representative for Wichita County Heritage Society, and Linda Wilson, Representative for the Wichita Falls Museum and Art Center. Next, a report from the nominating committee, composed of Betty Smith and Cathryn Whaling, was made by Cathryn Whaling. Mrs. Whaling nominated the following members to serve as officers of the Wichita Falls Arts Commission for the coming year: Heather Tedford, Chairman John Vitek, Vice Chairman Don Henschel, Secretary The chairman called for further nominations. None were submitted and Bettye Hansen moved that the nominations be approved. The motion was seconded by Nedra Palmer. The chairman called for a vote and the motion was passed by unanimous vote. The Chairman then called for discussion concerning projects funded last year from appropriations for projects made from the Fiscal Year 1995-96 Budget. The Chairman next appointed Samuel Graham and John Vitek to serve with herself on a Screening Committee to review applications received on or before the Commission's May 1st deadline for possible funding from the 1996-97 FY Budget. Packets of applications were distributed to members present. A total of$105,575 has been requested from 10 different non-profit (501-C3) organizations: Amount Organization Requested W.F. Ballet Theatre, Inc. $ 12,500 W.F. Symphony Orchestra, Inc. 12,500 Wichita County Heritage Society, Inc. 12,500 M.S.U. Dept. of Art 6,000 Streams & Valleys, Inc. 12,500 W.F. Backdoor Players, Inc. 12,500 M.S.U. Choral Dept. 6,115 W.F. Community Messiah, Inc. 6,035 Wichita Falls Railroad Museum 12,425 Greater W.F. Alliance for Perf. Arts 12,500 Total Requested $105,575 Chairman Tedford asked that all members closely study their application packets before October when the Commission would again meet at another grant recipient's site to hear individual presentations from grant applicants. She further stated that the Commission members would then vote individually to make a collective recommendation to the City Councilors as how to best appropriate funding from the Hotel/Motel Tax to the non profit agencies requesting funding.
